It is the intent of this "Invitation to Bid" to establish a vendor to supply the Town of Groton with Potassium Permanganate. The prospective bidder must complete the bid form and company information sheet, but need not return the entire Invitation to Bid. The bidder is not to include any taxes from which the Town is exempted by law. The Town will complete any tax exemption forms that the successful vendor may require if such forms are within the Town's legal parameters. Question Deadline 04/23/2025 at 12:00 PM ET Any inquiries for this bid shall be directed via email to Karl Klein, Purchasing Agent, at kklein@groton-ct.gov Purchase of 17,800 lbs. of free-flowing technical grade Potassium Permanganate containerized in 55+/- pound, plastic, waterproof, sealed containers designed for outside storage. Material shall be in PAILS ONLY. No "kegs". (See sample photo attached). Provide 10 plastic pail lid removal wrenches. Material specification Material shall be Potassium Permanganate free-flowing technical grade consistent with the AWWA Technical Grade specifications. The supplier must provide documentation that the material to be supplied meets the AWWA Technical Grade specifications and the Town will confirm quality by random sampling. Testing Material - Random samples of every lot and truckload will be tested to confirm compliance with AWWA specifications. The truckload will be rejected if two out of three tests fail. Containers - Random containers from each truckload shall be submerged in water tested for four hours to confirm that the containers are waterproof containers. Technical services and resources The supplier must provide at no cost, technical services related to odor control, and proper use and handling of Potassium permanganate. The service must be available within 48 hours after being requested. The supplier at the time of bidding must supply documentation that this requirement can be met. Delivery Containers shall be palletized. Order shall be divided into two separate shipments delivered as follows: First shipment upon award of bid/issuance of Purchase Order; second shipment in December 2025. Divide shipments nearly equal based on pallet count. Tailgate delivery at the Water Pollution Control Facility, 170 Gary Court, Groton, CT 06340. Deliveries will be accepted Monday through Friday, excluding Town holidays, between the hours of 7:30 AM and 2:00 PM. Price Price shall include all charges including but not limited to product, delivery, handling and pallet charges for tailgate delivery to the Water Pollution Control Facility, 170 Gary Court, Groton, CT 06340. Price is firm until June 30, 2026.
