The Contract for the work advertised shall be awarded to the lowest responsible bidder. Windham Water Works reserves the right to reject any or all bids, should the Town deem it to be in the public interest to do so, or to delete or reduce the scope of any work to bring the cost within available funds. The contractor shall furnish all labor, materials, equipment, services and perform and complete all work required for the WATER TREATMENT PLANT FILTER MEDIA REPLACEMENT PROJECT as per the project Specifications and the following data: 1. Supply all materials, tools, equipment, and labor to remove and properly dispose of the existing Granular Activated Carbon (GAC) from two filter beds. It is also required to supply all materials, tools, equipment and labor necessary to replace the removed Granular Activated Carbon, with brand new GAC. A. Granular activated carbon (GAC) shall be furnished in a single size range and installed in a single layer 18 inches thick (approximately 270 cubic feet each filter bed) directly over the existing silica sand. B. Backwash between layers will be performed by WWW staff and releveling will be required by the bidder before adding additional media. Work at the site will be limited to the hours between 7:00A.M. and 3:00 P.M., Monday through Friday. Contractors interested in submitting a bid for the above-described work, must submit their bid on the Bid Forms provided by Windham Water Works and acknowledge the receiving and reading all addenda associated to this project. All bids will remain subject to acceptance for sixty (60) days after the date of the Bid opening. All bids must break down quantities and costs of each item and subitem The Town of Windham allows a ten percent (10%) local town-based bidder preference (Town Ordinance / Resolution No. 984) for projects of more than five thousand dollars ($5,000) and less than one million dollars ($1,000,000). A Town of Windham based business will be considered the lowest responsible bidder if its bid is within ten percent (10%) of the low bid and it is willing to accept the award at the low bid price. Any bidder claiming to be a Town of Windham based business must provide evidence that it meets the requirements of Section F of the Ordinance. SCOPE This section covers furnishing and installation of an 18-inch layer of Granular Activated Carbon as part of a 3 layers filtration system (HD Sand Garnet, Silica Sand, and GAC) on filter beds #2 and #3. 2. GENERAL Filter media shall be furnished and installed in each filter as indicated, as specified, and as required to provide a properly operating filter installation acceptable to the Windham Water Works Senior Operator. 2.01. Manufacturer's Experience. The media supplier shall have furnished media of the type specified which have been in successful operation for not less than the past five years. 2.02. Coordination. Installation of media specified herein shall be coordinated with the Owner in such a manner to not interrupt the daily operations of the Water Treatment Plant. 2.03. Installation Supervision. Installation of filter media shall be under the direct supervision and control of a competent and experienced field Supervisor. 3. FILTER MEDIA 3.01Materials. Filter media materials shall comply with AWWA 3100, except as modified herein. Granular Activated Carbon Mesh size 8 x 30 Molasses number 250 - 400 Hardness >= 80 Density 0.27 - 0.43 3.02. Granular Activated Carbon. Granular activated carbon (GAC) shall be furnished in a single size range and installed in a single layer 18 inches thick (approximately 270 cubic feet per filter) directly over the existing silica sand. 3.04. Installation. Placement shall comply with AWWA B100, except as modified herein. For materials less than 1/2 inch in size, workmen shall not stand or walk directly on the media, but on boards which will sustain their weight without displacing the media. Each layer of filter media shall be deposited to a uniform thickness, with the top surface brought to a true level plane. Care shall be taken in depositing each layer not to damage the quality or integrity of the media or to disturb the level surface of the layer beneath.
