Truman State University (Truman) is requesting proposals from qualified contractors to repair its baseball outfield irrigation system located in Kirksville, Missouri. No other public disclosure will be made until after an award of the contract. Project Start Date: May 12, 2025 Project Completion Date: August 1, 2025 Truman reserves the right to reject any or all proposals or any part thereof, or to accept any proposal, or any part thereof, or to withhold the award and to waive or decline to waive irregularities in any proposal when Truman determines that it is in their best interest to do so. Truman also reserves the right to hold all proposals for a period of up to three (3) months after the opening date. Specifications Unless stated in the RFP, the following specifications constitute the minimum requirements for this project. 1. General Scope: a. The project scope includes the following elements: Repair of an existing outfield irrigation system. Any installation of replacement parts and/or equipment will be performed per the manufacturer's written recommendations, and instructions are to be available to Truman on site. b. The requested irrigation system repairs are specific to the outfield only. Truman's infield is an artificial surface, and does not require irrigation. Under no circumstances will the vendor alter the infield, or any existing artificial surface, in any way. c. Refer to Exhibit D: Truman's Baseball Outfield Field Location and Approximate Dimensionsfor site information. 2. Project Schedule: a. It is the contractor's responsibility to ensure the site conditions are acceptable for the required repairs. Beginning the repair process means acceptance by the contractor of existing conditions. b. Project Start Date: May 12, 2025 c. Project Completion Date: August 1, 2025 3 3. Anticipated System Repairs: a. Truman requires a functional outfield irrigation system. Responding contractors should anticipate making repairs including, but not limited to, the following areas: i. Install approximately five hundred fifty linear feet (550') of three inch (3") polyvinyl chloride (PVC) pipe from the existing pump location to the outfield. Truman prefers a directionally bored installation. ii. Attach supply line(s) to the existing irrigation system. iii. Repair or replace nine (9) existing zone valves. iv. Repair or replace existing backflow prevention device v. Reinstall and/or replace water meter. vi. Replace twenty-eight (28) to thirty-five (35) full circle nozzles. vii. Replace thirteen (13) to twenty (20) half circle nozzles. viii. Repair or replace existing control panel. ix. Repair or reinstall control wiring to multiple existing connections. x. Completely and thoroughly test the irrigation system repairs with Truman personnel to ensure function. 4. Shipping and Delivery of Materials and Products Used in the Repair Process: a. The contractor will store materials and products used in the repair process according to the manufacturer's instructions to prevent deterioration or damage. b. The contractor will deliver all materials and products used in the repair process to Truman's campus. c. Materials and products used in the repair process will be delivered by truck to a location nearest to the site accessible by roads. Hauling permits and freight charges are the contractor's responsibility. d. The contractor will notify Truman in advance of the materials and products expected arrival. e. Truman will not be responsible for lost or damaged materials, products, components or equipment during transportation. 5. Other Project Requirements: a. The contractor will give the proper authorities all notices as required by law relative to the work in his charge, obtaining all official permits and paying for all legal fees that are necessary for the due and faithful performance of the work. b. The contractor must locate and mark all utilities within proximity of the project and avoid damage to facilities. c. All labor, tools, materials and equipment necessary for the completion of all work included in these specifications will be furnished at the contractor's expense. d. All labor will be performed in a first-class, substantial, neat and workmanlike manner. e. Any and all damage caused by the contractor to Truman's existing facilities including, but not limited to, fencing, parking lots, landscaping, wind screens and other existing property will be repaired, including any damaged facilities, and everything left as it was and complete in every respect. f. All work performed by the contractor will be subject to Truman's approval at all times during the progress of the work. No work will be considered accepted which may be considered defective or deficient in any of the requirements of these specifications. 6. Warranties: a. A standard form in which the contractor agrees to correct repairs that fail due to poor workmanship or faulty installation associated products within the specified warranty period. i. Repair Warranty Period: Minimum two (2) years from date of project completion. ii. The contractor will warrant to Truman that all products and materials used during the project will meet manufacturer's specifications. Security for Faithful Performance 1. With the delivery of an executed contractual agreement, the contractor will furnish a surety bond or bonds as security for faithful performance of the contractual agreement and for the payment of all persons performing labor and furnishing materials in connection with the contractual agreement. 2. The surety on such bond, or bonds, will be by duly authorized surety company satisfactory to Truman. 3. The bond will be in the amount of 100% of the contracted amount or in the amount of 25% of the contracted amount if in the form of an acceptable money order or cashier's check made payable to Truman State University. The performance security will be delivered to Truman along with the signed contractual agreement. 4. The performance bond is required as a guarantee that the vendor will fully and faithfully perform the work required by the contractual agreement. If the work is properly and punctually performed to Truman's satisfaction, then the full amount of the performance bond will be refunded to the vendor. If the work is not properly and punctually performed, then the amount of damages sustained by Truman will be retained, and the balance of the performance bond will be refunded to the vendor. In the event the amount of damages sustained by the Truman exceeds the amount of the performance bond, then the vendor will be liable to Truman for the excess amount.
