The Town of Stratford (Town) is seeking competitive bids from qualified contractors to perform refuse collection services for two (2) condominium complexes. The awarded contractor shall collect and remove refuse material from the Oronoque Village Condominium and/or Stratford Condominium complexes. The contract may be awarded to one (1) contractor for both locations combined or to a single contractor per each location. Refuse collected shall be delivered to the Town Transfer Station, Watson Boulevard, for proper processing. Delivered to: Town Transfer Station, Watson Boulevard. Tonnage collected shall be reviewed weekly. Paper and other recyclable items will be removed from waste stream by the Oronoque Village Condominium Association. Collection service is for refuse cans. Dumpsters are not required. Stratford Condominiums = Weekly / Compactor Dumpster Containers (3-4) 2-Yard Refuse currently averages approximately one (1) ton per collection. Delivered to: Town Transfer Station, Watson Boulevard. Tonnage collected shall be reviewed weekly. Paper and other recyclable items will be removed from waste stream by the Stratford Condominium Association. Collection service is for dumpsters. Service for refuse cans is not required. Monthly Oronoque Village Condominiums, Oronoque Lane, Stratford, CT. Stratford Condominiums, 1700 Broadbridge Avenue, Stratford, CT. (929 units) (94 units) 1. All collected refuse shall be delivered to the Town Transfer Station, Watson Boulevard. Collection schedule shall be as specified by the Town. 2. The successful bidder (Contractor) must comply with all state and local sanitary codes. 3. Contractor shall respond to all complaints within 24 hours of their occurrence. 4. Collection shall not be permitted to occur prior to 7:00AM or after 6:00PM. Town will determine the day of collection which currently occurs on Wednesdays. 5. All acceptable Municipal Solid Waste (MSW) shall be picked up regardless of quantity. 6. Contractor shall provide the Town in writing with addresses to where there may be continuous issues, such as, unsuitable materials set out for collection. 7. Contractor shall remove all spillage of refuse resulting from own carelessness and shall clean any area affected by such spillage. 8. Refuse cans or dumpsters damaged through the actions of the Contractor must be replaced at Contractor's own cost. 9. Contractor shall contact the Public Works Department daily between 12:00PM and 3:00PM to receive all written and oral feedback pertaining to collection of refuse. Except in cases to which a warning sticker has been properly placed on cans, the Contractor shall collect all materials from skipped locations within 24 hours after a complaint has been reported. 10. All fleet vehicles must be kept neat, clean and in first class operational condition. Vehicles may be subject to inspection by a Town representative prior to commencement of contract. 11. Refuse cans/dumpsters shall be replaced where found with care being taken not to block access to roads, driveways or walkways. 12. Any breach of this contract of sufficient nature to warrant loss of performance bond and caused by carelessness, neglect or unprofessional behavior may, at the Town's sole discretion, subject the Contractor to a reasonable deduction in compensation. Such performance includes, but is not limited to, skipping of a collection site without good cause, leaving acceptable refuse behind, either in containers or scattered on public or private property. 13. The Contractor shall be responsible for any damage to private property caused by his/her agents or vehicles. If such damages are not replaced or repaired within (10) days of receipt of written notice, the cost of such repair or replacement shall be deducted from the monthly payment due the Contractor. 14. Submit separate price for each condominium complex. The Town may determine to award separate contracts for each condominium complex, where in the best interests of the Town. 15. Should the Town alter any collection schedule upon reasonable notice, the Contractor shall be responsible for providing uninterrupted service. Contractor shall supply the appropriate number of containers required at each condominium complex to contain all refuse generated. EXCLUSIONS The following items are excluded from the Contractor's responsibilities: 1. Chemicals, recycling, paint and solvents. 2. Construction and landscape debris. 3. Hazardous material, such as, batteries, propane tanks, tires, etc. QUALIFICATIONS The Contractor shall demonstrate a minimum five (5) years' experience in the industry and shall maintain a local facility in order to perform services per the Scope of Work. OSHA COMPLIANCE The Contractor must fully comply with all relevant OSHA requirements and regulations.
