The work under this improvement consists of everything necessary to complete the project as shown by specifications for said items on file in the office of the City Engineer, 814 Wheeling Avenue, Cambridge, Ohio. Plans and specifications will be mailed as soon as possible after receipt of the request. Failure to obtain the project documents as described will result in a nonresponsive bid. Attention of bidders is called to the local and State requirements contained in this bid packet, including insurance requirements, equal opportunity provisions, and the requirement for a payment bond and performance bond for 100% of the contract price. The following forms must be completed and submitted as the bid package: Bid Guaranty & Contract Bond, Experience Statement, Time of Completion, Addenda Acknowledgment, Non-Collusion Affidavit, Property Tax Affidavit, Homeland Security Form, Guernsey County 25% Requirement, and Proposal Forms. Failure to complete the above forms and submit same at the bid opening will result in a non-responsive bid. All questions pertaining to the project must be submitted in writing to the City Engineer at Camb-engdept@cambridgeoh.org no later than April 17, 2025 by 3:00 p.m. Each proposal must be accompanied by a bond with an approved surety company as surety, in the sum of 100 percent of the amount of the bid as surety for the execution of the contract, or certified check for the amount of 10 percent of the bid on some solvent bank within the City of Cambridge, and made payable to the Director of Public Service, Cambridge, Ohio. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its expenses on projects of similar size and complexity. The Owner intends and requires that this project be completed within the guidelines detailed in the Time of Completion form. Bidders must comply with state prevailing wage rates on public improvements in Guernsey County and the City of Cambridge, Ohio as determined by Ohio Department of Industrial Relations wage rates. The City of Cambridge reserves the right to reject any and all bids. No bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof.
