*As of July 15, 2025 this project has been awarded to William Groves Construction of Madisonville, KY. for $3,626,679.76. *As of May 6, 2025 this project has not yet been awarded. A timeline for award has not yet been established.* The Springfield Electric Department will be accepting sealed bids for: District 69:13kV Substation Upgrades The project includes construction of 69:13kV substation upgrades that include, but are not limited to, the relocation of approximately 800' of 69kV Transmission Line, installation of (2) Three-Phase HV Power transformers to replace (4) existing Single-Phase Transformers, all associated equipment, structures and bus to tie into the existing 13kV breaker facilities, installation of new 13kV breaker facilities, installation of new relay enclosure, fencing, grounding, secondary containment, static protection, and all other material and equipment required for upgrading the existing facilities as indicated on the Construction Documents that will be provided for the project. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company licensed to operate in the State of Tennessee, in the amount of five percent of the total bid price, as a guarantee that if the bid is accepted, the Bidder will enter into a contract and execute the Performance and Payment Bonds in the form and within the time specified. Bidder's Bond shall be made payable to "City of Springfield". The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract, issued by a Surety Company licensed to operate in the State of Tennessee and shall be named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. Each Bidder shall be a Licensed Contractor as required by the regulations of the State of Tennessee General Assembly's Contractor's Licensing Act of 1994, and all amendments thereto in effect on bid receipt date. License number, expiration date, and license classification shall be shown on the outside of the envelope containing the bid of the General Contractor. The license number, expiration date, and license classification shall also be shown for the electrical subcontractor, plumbing subcontractor, and mechanical subcontractor, as applicable. Failure to show these items on the outside of the envelope will result in non-acceptance by the city. Such submissions shall remain unopened and will be returned to the submitting entity upon request. Each bid shall be accompanied by a signed "Iran Divestment Act Notice Form" that is included in the Drawings and Specifications obtained from Gresham Smith. This form can also be obtained by emailing the request to sandy.cross@springfieldtn.gov. No Bidder may withdraw his bid for a period of ninety (90) days after date of actual bid opening, without Owner's consent. The City reserves the right to reject any or all bids.
