Renovation of an educational facility in Springfield, Tennessee. Completed plans call for the renovation of a educational facility.

The Project is to replace existing classroom unit ventilators and PTAC units with new Unitary Classroom HVAC units in portions of the school. The goal of the Owner is to accomplish Project completion by December 31, 2025. Each vendor may submit more than one bid provided each bid meets the stated specifications. Each bid must be submitted in a separate sealed envelope with the appropriate notation on the outside. All bids must be signed by an authorized agent and submitted on the prescribed forms. Submission of bids by telegraph, telephone, or other electronic means is strictly prohibited. Any brand name called for the bid specifications is provided as a reference only. Alternate brand name items offered for bid must be equivalent as to function, basic design, type and quality of material, method of construction, and any required dimensions. Bidder must attach a letter of exception to specifications The Instructions to Bidders, Form of Agreement, Drawings, Specifications, Forms of Bid Bond, Performance and Payment Bonds, and other bidding instruments may be examined at the following location: OLIVER LITTLE GIPSON ENGINEERING, INC. 301 Industrial Blvd. Tullahoma, TN 37388 (931) 454-9940 The Owner reserves the right to waive any informality and to reject any or all bids. When the bid is less than twenty-five thousand dollars ($25,000), the name of the contractor only may appear on the outside of the envelope containing the bid, and upon opening the envelope, if such bid is in excess of twenty-five thousand dollars ($25,000), the same shall automatically be disqualified. Prime contractor bidders who are to perform the electrical, plumbing, heating, ventilation and air conditioning, masonry, or roofing (if applicable to the project) must be so designated upon the outside of the envelope per State requirements. Failure of any bidder to comply therewith shall void such bid and the envelope containing such bid shall not be opened or considered. In the case of joint ventures bids, each party submitting the bid must provide this information. All Bidders shall comply with the Contractors Licensing Act of 1976 and as amended (TCA Title 62). All Bidders shall comply with the Tennessee Contractor License law Section 62-6-119 (Bid documents-Required disclosure by bidders) when submitting bids. Employees of the selected contractor must have a sexual predator background check performed prior to entering any School grounds as per Tennessee Code Annotated Section 49-5-413. THE OUTSIDE OF THE ENVELOPE MUST BE MARKED WITH THE BIDDER'S COMPANY NAME, ITEM BID, TIME OF BID OPENING, DATE OF BID OPENING, BID NO. #1577 AND MUST BE MARKED "SEALED BID, DO NOT OPEN." The owner requires the work for the boiler replacement to be completed by December 31, 2025. A penalty of $250.00 per day will be assessed for each day after December 31, 2025 the project is not complete. Anticipated award of contract is late May, 2025. All bids will be considered in accordance with Title VI and without regard to age, sex, color, race, creed, national origin, religious persuasion, marital status, political belief, or disability that does not prohibit the performance of duty. All bidders shall adhere to Title VI of the Civil Rights Act enacted in 1964 which states that "No person in the United States shall, on grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or subjected to discrimination under any program or activity receiving federal financial assistance", state of Tennessee funding, and/or Franklin County funding. All bids must be made out on the Bid Form bound in the contract documents, and the Bid Form should be detached from the contract documents. With the bid, each Bidder must deposit security in the amount of five percent (5%) of the amount of the bid, subject to the conditions stated in the Instructions to Bidders. A Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount will be required for the successful Bidder. No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening.
