OWNER: Ozaukee County hereby gives notice that bids shall be received for the Ozaukee Interurban Trail. Approximate quantities are as follows: Removing Asphaltic Surface 130 SY Removing Asphaltic Surface Butt Joints 140 SY Aggregate Shoulder 1,930 TON Base Aggregate Dense 1 1/4 -Inch 20 TON HMA Pavement 10,300 TON Concrete Sidewalk 6-Inch 1,200 SF Curb Ramp Detectable Warning Field 540 SF Silt Fence 400 LF Posts Tubular Steel 2x2-Inch x 11-FT 2 EACH Signs Type II Reflective F 6.28 SF Removing Signs Type II & Small Sign Supports 2 EACH Traffic Control 4822-22-70 1 EACH Marking Railroad Crossing Epoxy 2 EACH Marking Stop Line Epoxy 24-Inch 20 LF Construction Staking Curb Ramps 25 EACH Sawing Pavement 565 LF LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 61.54, 62.15, 66.0901, and 66.0903 of the Wisconsin Statutes. BID SECURITY: All bids shall be submitted electronically and shall be accompanied by Bid Security in the form of a Bid Bond, certified check, or cashier's check made payable to Ozaukee County in an amount of five (5) percent of the Bidder's maximum Bid price. If the successful bidder fails to execute the contract and furnish the required bonds within 15 days after the Award, the Bid Security shall be forfeited to Ozaukee County as liquidated damages. No bid may be withdrawn for a period of forty-five (45) days from the date of the bid opening. FEDERALLY FUNDED: Ozaukee County will be utilizing Transportation Alternatives Program (TAP) funding, administered by WisDOT, for all construction costs, and federal provision and requirements apply. Federal provisions made part of, but not limited to this contract include Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, and Drug Free Workplace. AFFERMATIVE ACTION: All bidders are notified that it will be affirmatively insured that in any contract entered pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The project DBE Goal is discretionary. PRIME CONTRACTOR PARTICIPATION: Prime contractor must perform at least 30% of the original contract amount with the contractor's own organization. AFFIDAVIT OF NON-COLLUSION: Contract documents include a sworn statement that the bidder has not engaged in collusion related to this project. IDDER QUALIFICATION REQUIREMENTS can be found in the Wisconsin Department of Transportation POLICY OF PREQUALIFCATION OF BIDDERS, March 2024. There is no prequalification requirement on this project. ONTRACT SECURITY: The Bidder whom a Contract is awarded shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the Contract Price. BID REJECTION/ACCEPTANCE: Ozaukee County has the right to reject or accept any and/or all bids received, to waive any minor defects or irregularities that may be found in the bids, and to accept the bid that is in the best interest of the Village. All questions about the meaning or intent of the Contract Documents shall be submitted in writing to the Engineer via the email
