The City of Milpitas ("City") is seeking proposals from qualified vendors ("Proposer") in response to this Request for Proposals ("RFP") to provide professional design services for the City's annual street resurfacing program herein called "STREET RESURFACING PROJECT 2026" ("Project") under Task 1. Additionally, the selected Proposer will provide 30% PS&E design services for the planning of the street resurfacing projects in 2027 and 2028, under Task 2. An Evaluation Committee will be established by the City. Proposers not meeting the minimum requirements established in this RFP and not submitting all required documents may be deemed non-responsive to the RFP and thus may not be considered by the Evaluation Committee. The Evaluation Committee will evaluate all proposals received in accordance with the Evaluation Criteria. The City shall not be obligated to award to the lowest priced proposal but will make an award in the best interests of the City after all factors have been evaluated. Issuance of this RFP and receipt of proposals does not commit the City to make an award of contract. The City reserves the right to waive any immaterial informalities or irregularities and to reject any proposals, all proposals, or any part of any proposal presented and re-advertise for proposals. The City reserves the right to cancel the RFP and make no award. The City reserves the right to reject the proposal of any Proposer who previously failed to perform adequately for the City or any other governmental agency. The City expressly reserves the right to reject the proposal of any Proposer who is in default on the payment of taxes, licenses, or other monies due to the City.
