City Hall Fire Sprinkler System Upgrade Question Deadline 04/15/2025 Every request for such explanation shall be in writing (email) addressed to April Goad, Recorder at agoad@springhilltn.org. Any verbal statements regarding same by any person prior to the award shall be unauthoritative and not binding. No inquiry received within seven (7) days of the date fixed for the submission and opening of Proposals will be given consideration. The City reserves the right to reject any or all Proposals regarding the City Hall Fire Sprinkler System Upgrade, to waive irregularities and/or informalities in any Proposal, and to make an award in any manner, consistent with law, deemed in the best interest of the City. Wet/Dry System Upgrade and Compliance 1. Inspection and Assessment o Conduct a comprehensive inspection of the existing wet/dry fire protection system, including piping, valves, and sprinkler heads. o Identify deficiencies or areas requiring repair to achieve full compliance with NFPA 13. 2. System Repairs and Upgrades o Replace or repair damaged, corroded, or outdated components including but not limited to: o Control Valves o Backflow preventers o Sprinkler heads o Update system components to meet current NFPA 13 standards, including addressing any space or coverage issues. 3. Testing and Certification o Perform hydrostatic testing to verify system integrity. o Conduct flow tests to ensure proper water pressure and distribution o Test dry system air pressure and verify operation of the air compressor or nitrogen generator. 4. System Adjustments o Adjust pressure settings and valve configurations for optimal performance and compliance. o Ensure all tamper switches, flow switches, and monitoring devices are operational and communicating with the fire alarm system. 5. Maintenance Plan and Documentation o Provide a detailed report of work performed, including pre- and post-maintenance inspection results. o Supply a recommended maintenance schedule and checklist to maintain compliance with NFPA 13 moving forward. Requirements and Notes o All work must comply with NFPA 13, NFPA 20, local codes, and applicable standards. o The contractor is responsible for coordinating with the AHJ and other relevant stakeholders. o Temporary fire watch or additional fire protection measures must be in place during any periods of system downtime. o All removed components are to be properly disposed of or recycled in accordance with environmental regulations. o Bidders must attend the mandatory pre-bid site meeting discussed in Section 3, unless other arrangements have been made to view the facility. 7 o The winning bidder is responsible for replacing any ceiling tiles, repairing damage to walls, ceilings, or other structural elements resulting from the installation, modification, or removal of fire protection system devices and components. Bidders must account for the costs of these repairs in their proposal. Separate billing for restoration work will not be accepted unless explicitly pre-approved by the City. All replacement materials must match the existing finishes in color, texture, and quality to ensure a seamless restoration. o As built plans and documents to be provided upon request through secured link. o Bidder must be able to start project within 30-days of bid award.
