**As of August 1, 2025, this project has not yet been awarded. A timeline for award has not yet been established. Services will be provided under a contract with negotiated fixed fees for selection and evaluation of the HPO generation system, final design, permitting, project management, overhead, profit, and a guaranteed maximum price with appropriate surety bonds.
