The pre-design phase of the project includes but is not limited to the following scope: facilitate and lead Design Advisory Group (DAG) meetings and workshops, conduct a comprehensive needs assessment, provide space programming and conceptual design services, and develop conceptual budgets for the remodel of existing ECC space to better accommodate staff, optimize current space, and improve facilities for patrons. An addition to the existing building is also anticipated to address current space constraints and accommodate growth. A Town owned facilities strategic plan was completed in 2021 which included needs assessment and space programming data. This data will be updated as part of this pre-design phase and will serve as the basis for conceptual design and budget. a The pre-design phase will be completed under a not-to-exceed agreement. The Pre-design proposal must demonstrate the Proposer's qualifications and ability to provide design services from conceptual design through construction administration and warranty period. The agreement may be amended following completion of the pre-design phase to include schematic design (SD) through construction administration (CA).
