Site work for a water / sewer project in Lake Forest, Illinois. Completed plans call for site work for a 900-square-foot water / sewer project.
The City intends to engage the services of an experienced Contractor to perform approximately 500 square feet of interior wet area spot repairs and approximately 400 square feet of exterior spot repairs at the Elevated Tank at 1381 W. Kennedy Rd. in The City of Lake Forest, Illinois. Bids shall be sealed and shall have the name and address of the bidder and the contract for which the bid is being submitted, plainly marked 2025 ELEVATED TANK SPOT REPAIR PAINTING PROJECT, on the outside of the envelope. All bidders shall bid in accordance with and upon the Bid Forms included in the contract documents. No bid shall be received unless accompanied by a certified check or satisfactory bid bond payable to "The City Of Lake Forest" in an amount not less than 10% of the maximum bid as a guarantee that, if the bid is accepted, the bidder will execute and file the contract, performance/payment bonds and insurance certification, as required by the contract documents, within ten (10) days after the Notice of Award. The City of Lake Forest reserves the right to reject any or all bids, accept the bid, or any item of any bid, deemed by the City Council to be the most favorable to the interests of the municipality. The Bidder to whom a Contract is awarded shall be required to furnish a Performance Bond or an Irrevocable Letter of Credit acceptable to the City for 100% of the Contract Price, in accordance with the requirements of the Contract Documents. The Bidder to whom a Contract is awarded shall be required to pay not less than the prevailing wage rates for Lake County Illinois on the project as established by the Illinois Department of Labor. No bid shall be withdrawn for a period of 90-days after the scheduled opening without the consent of the owner. Reservoir Information: The reservoir is located at 1381 West Kennedy Road, Lake Forest, IL 60045. It is a 1,500,000- gallon elevated potable water reservoir, as shown in Appendix A, that was constructed by CB&I in 1988. The most recent work performed was done by Neumann Company Contractors, Inc. in 2011 as spot repair to the interior wet, interior dry, and exterior along with an exterior overcoat. Approximate dimensions are as follows: tank diameter of 86-feet, high-water level of 140-feet, low-water level of 104-feet, and an overall height of 150-feet. Structure Repairs: Replace the gasket on the drywell tube manway. See photo 17. Remove the approximately eight (8) painter's clips on the shell interior. Grind surface flush with surrounding areas. Particular care shall be taken to not generate excess heat and damage the exterior coating during clip removal. See photos 23 and 24. Install a gasket on the collar of the wet access manway to provide a uniform, tight seal between cover and collar. See photo 46. Install Owner provided bowl drain valve (4-inch Shand & Jurs). Mobilization: Mobilization shall consist of all work and operations for, including but not limited to, the movement of personnel, equipment, supplies, and incidentals to and from the project site, the establishment and subsequent removal of all offices, Contractor's buildings, and other facilities necessary for work on the project, disinfection of the reservoir and site clean-up per Articles 14 and 15 of this Section, and all other work and operations which must be performed, or costs incurred, prior to beginning and after completion of work on the project site. The Contractor shall be responsible for any incidental cleaning of the reservoir required after draining. Some sludge/sediment in the bottom of the reservoir is to be anticipated. Disposal on the property of any material cleaned from the reservoir is not permitted. All sludge/sediment and waste material generated by the work shall be hauled off-site and disposed of properly by the Contractor. Site restoration of all disturbed areas shall be completed to pre-project conditions, at a minimum, and the Owner's satisfaction. See also Article 6 - Contractor's Use of Facilities of Section 200, Special Provisions. Interior Wet Area Spot Repair and Coating: For bidding purposes, it is estimated that there are approximately 500 square feet of area to repair in total. This work will be monitored and verified by the Inspector of the project and shall not exceed the total without authorization from the Engineer or Owner. Increases in the amount of work, and appropriate contract price adjustments, will be made per the provided per square foot cost on the Bid Form. Remove all surface contaminants in accordance with AMPP/SSPC-SP 1 Solvent CleaningAfter structure modifications and repairs are completed, all interior wet area surfaces at areas of modifications, repairs, and coating failures shall be spot abrasive blasted, under direction of the Inspector, to an AMPP/NACE No. 2/SSPC-SP 10 Near White Metal Blast. Feather edges of existing coating, at spot blasted areas, using AMPP/SSPC-SP 3 Power Tool Cleaning methods or abrasive blast using non-aggressive media within 6 to 10-inches of the repair edge. Spot apply an epoxy coating system, including stripe coat if application of primer is by spray method, as specified in Articles 10 and 11 of this Section.
