Site work and paving for a mixed-use development in Mill Creek, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

As of May 27, 2025, an engineer has not yet been selected. Construction is expected in the second quarter of 2026. The work to be performed for this project consists of furnishing all labor, materials, and equipment necessary for the completion of design engineering and preparation of construction contract documents (i.e., plans, specifications, engineers' estimates, etc.), as well as related services, to ensure the successful delivery of this project. This project aims to reconstruct the Trillium Boulevard roadway section. The project will address a complete street model, investigate the use of a separated bike path, and upgrade walking surfaces. This involves evaluating alternative and non-traditional roadway layouts within the project budget. Traffic calming measures are anticipated to reduce speeds along this highly traveled road. Additionally, the project will address storm drainage throughout the entire project, including Low Impact Development (LID) and regional water quality, as identified in the Surfacewater Master Action Plan (SMAP). The selected firm will also assist with research and submission of additional grant opportunities. The project boundary is from the intersection with Bothell-Everett Highway to the intersection with Village Green Drive. Approximately 2,900 lineal feet of road, curb and gutter, sidewalk, separated bike lanes, curbs, drainage improvements, and channelization improvements will be replaced, added, or improved. School crossing Rectangular Rapid Flashing Beacons (RRFB) b. Pedestrian access to transit facilities c. Pedestrian trail approaches d. Amenities (trash cans, etc.) e. Aesthetics for user comfort and satisfaction Utility Relocation a. Communications vaults and junction boxes b. Fire hydrants c. Luminaires d. Residential / HOA features. Format for Qualifications One electronic copy or three hard copies of the qualifications documents shall be formatted for the ease of the reviewer in determining your firm's qualifications and suitability for this project. Content that is either excessive or unrelated to the services advertised in this RFQ is discouraged. Documents should include the following: _ A description of your proposed project team members, including any subconsultants. Provide summary resumes for key team members. _ Identify clearly the proposed project manager and describe the roles of other team members. _ Identify and describe a minimum of three (3) previously completed projects similar to this project's scope of work, with a particular focus on projects that involved sensitive working conditions substantially similar to those described in this Request for Quotation (RFQ). For each reference, provide client contact information suitable for reference checks, including, but not limited to, agency/owner, title, phone, and email information, and a brief description of the work completed. _ Describe your proposed work plan to complete this project successfully, including your sequence of tasks and methodologies, key deliverables, proposed staffing, and a project timeline and productivity evaluation demonstrating how your work plan will support the successful completion of the project. Qualifications Deadline and Instructions Evaluation criteria Each submittal will be evaluated and scored based on the quality of responses the candidate firm includes in the submitted RFQ document. Scoring will be based on the evaluation of the following four categories, with equal weight applied to each: _ Team experience with similar projects _ Approach to the project delivery. _ Qualifications of personnel _ Evaluation of the approach to alternative cross-sections that meet the city code for Complete streets, Chapter 12.20.
