Questions Received By: Wednesday, April 16, 2025 Western Lake Superior Sanitary District (WLSSD) is seeking the services of a contractor to perform manhole rehabilitation work. The three manholes to be rehabilitated are BV039, BV041, and HT035. In general, this work consists of: root removal, manhole cleaning, casting of new manhole liner, and restoration. Manhole BV039 is located on the Bay View interceptor. The manhole is located in West 8th street. A city of Duluth sanitary sewer pipe connects to this manhole. Submit any questions regarding this project to Ashley Maxey at ashley.maxey@wlssd.com. Questions must be submitted by 2:00 PM CST, Wednesday, April 16, 2025. Answers to questions will be posted online as additional information by end of day April 21, 2025. Western Lake Superior Sanitary District reserves the right to reject any and all quotations, to waive irregularities and to accept the quote deemed in the best interest of the organization. All quotations must be valid for 60 days after closing date. WLSSD will evaluate and select the most qualified consultant(s) based on the response submitted to the request. WLSSD reserves the right to seek additional information and interview the top-rated firms. The schedule to perform the work is: Start: June 2, 2025 Completion: October 31, 2025 The scope of the work is: The objective of the work is to rehabilitate the manholes identified. The three manholes to be rehabilitated are BV039, BV041, and HT035. In general, this work consists of: root removal, manhole cleaning, casting of new manhole liner, and restoration. The intent of this project is to perform manhole rehabilitation without bypass pumping. The contractor will coordinate with WLSSD operations personnel to arrange schedule for completing the work. 8. Performance and Payment Bonds. If required by the Agreement (contracts in excess of $50,000), the Vendor will provide the Buyer with a Performance Bond and a Payment Bond, in a form and issued by a surety acceptable to the Buyer, and naming the Buyer as obligee under the bonds, bonding and assuring the Vendor's performance of the Agreement and payment of all persons furnishing labor and materials for the Work. Each bond shall be in the amount of one hundred percent of the amount of the Agreement and shall be delivered to the Buyer prior to starting the work. The premium shall be paid by the Vendor and the bonds shall be maintained in force until delivery of all the services and for one year after the final payment is made, unless a different time period is agreed to by the parties.
