As of May 22, 2025. Project not yet awarded, no anticipated award date yet. PROJECT DESCRIPTION: Fabrication and installation of up to 24 freestanding interpretive signs (base and panel), and 4 cast-bronze ships with accompanying interpretive sign panels to be mounted to an existing concrete wall. Details provided below. Fabrication and installation must be substantially complete by June 1, 2025. QUESTIONS: Please submit any questions regarding this project via e-mail to purchasing@duluthmn.gov. Responses will be issued as an addendum to this solicitation. Deadline to submit questions is Monday, April 21, 2025. Freestanding Sign Bases The selected bidder shall fabricate the following Freestanding Sign Bases as described - Lakewalk Fabrication and Mounting Quantity 24 Material Weathering Steel Dimensions See Exhibit A / Sheet L1 Finish No additional finishing required CAD DXF files suitable for fabrication will be provided to the selected contractor Interpretive Panels for Freestanding Signs The selected contractor shall fabricate the following interpretive signage panels to be mounted on the Freestanding Sign bases. Graphic design has been completed for the signage panels. The final PDFs suitable for printing will be provided by the City of Duluth to the selected contractor. Contractor shall provide proofs of all signage Quantity 24 Material Custom High-Pressure Laminate Dimensions 17" x 17" x 1/2 " - Single Sided, 1/8" Beveled Edge Finish Matte Finish - Exterior Grade Mounting 4 threaded rods per panel, hidden mount (i.e. embedded in panel). Rods shall be 1/4 " standard diameter with 1/2 " length. Interpretive panels to be secured to Freestanding Sign by 4 button socket cap black oxide screws. The spacing of the screws must match the mounting holes cut into the freestanding sign. The selected contractor can provide alternate mounting method, so long as the final mounting method is tamper-resistant. Interpretive Panels for Ship Sculptures The selected contractor shall fabricate the following panels to be mounted on the existing cast-in-place concrete seawall in Harbor Plaza, adjacent to the Duluth Entertainment and Convention Center (DECC), as generally identified in Exhibit B. Graphic design has been completed for the signage panels. The final PDFs suitable for printing will be provided by the City of Duluth to the selected contractor. Contractor shall provide proofs of all signage. Quantity 4 Material Custom High-Pressure Laminate Dimensions 17" x 17" x 1/2 " - Single Sided, 1/8" Beveled Edge Finish Matte Finish - Exterior Grade Mounting 4 threaded rods per panel, hidden mount (i.e. embedded in panel). Rods shall be 1/4 " standard diameter with 2" length. Interpretive panels to be mounted to concrete seawall by hammer drilling holes in the concrete and securing the panel with epoxy. The selected contractor can provide alternate mounting method, so long as the final mounting method is tamper resistant. Ship Sculptures The selected contractor shall fabricate four cast-bronze ship sculptures (see Exhibit D for images or Exhibit F for OBJ files) to be mounted on the existing cast-in-place concrete seawall in Harbor Plaza, adjacent to the Duluth Entertainment and Convention Center (DECC), as generally identified Exhibit B. Each ship sculpture will be mounted on two statue posts (two posts per ship). Each ship will have a unique sculpt that must be cast, then the statue posts securely pre-assembled by the fabricator at the spacings indicated in Exhibit A. Quantity 4 Material High-quality bronze alloy, such as C220 Commercial Bronze (90% copper, 10% zinc), C932 Bearing Bronze (87% copper, 7% tin, 3% lead, 3% zinc), or approved equivalent. Dimensions See Exhibit C for renderings. Reference Exhibit E for the OBJ files that provide the specific dimensions and widths that must be accommodated for the individual sculptures. Finish Weather-resistant patina (e.g., liver of sulfur or ferric nitrate) sealed with a clear lacquer or wax coating to protect the finish. Apply a high-quality clear outdoor-grade lacquer (e.g., Incralac) to prevent oxidation and weathering. Mounting Statue posts must securely pre-assembled. The ship sculptures will be mounted to the top of the cast-in-place concrete sea wall. This will require core drilling to create a cavity which can accommodate the statue posts and be epoxied in place. CAD OBJ files are provided that can be shared with selected bronze casters to provide shop drawings for the final assembled sculptures. Installation Scope The selected bidder will install nineteen (19) interpretive signs and four (4) model ships as the base bid. Four (4) of the interpretive signs will be wall mounted for the model ships. Of the fifteen (15) interpretive freestanding signs in the base bid, two (2) will be mounted on existing flatwork, and the remainder will require new concrete footers. Reference Exhibit A for the mounting details and assume an even split between the number of signs requiring a deeper concrete footer and the shallow bedrock condition. There are an additional nine (9) interpretive freestanding signs that will be fabricated and delivered for storage by the City of Duluth as the base bid. Please provide a cost for installation of these nine (9) freestanding signs as an alternate, where two (2) can be mounted on existing flatwork and the remaining seven (7) will require new concrete footers. The general locations are provided in Exhibit B, and a pre-installation meeting will be needed to identify exact install locations.
