ECHDC, a subsidiary of the New York State Urban Development Corporation, d/b/a Empire State Development ("ESD"), is seeking proposals from well qualified Architectural/Engineering firms ("Consultant") to provide design services including, but not limited to, the scope of work described generally in the following sections. Each party that submits a response ("Proposal") to this Request for Proposals ("RFP") is referred to herein as a "Respondent," or a "Bidder" and the Respondent that is conditionally designated through this RFP process is referred to herein as the “Architect/Engineer” or “Consultant.” In 2024, ECHDC completed a Market Demand Study for the Cruise Industry in Buffalo, New York. The study focused on the potential and viability for Buffalo to become a cruise terminal for cruise lines already touring the Great Lakes. The study also analyzed potential cruise terminal locations along the Buffalo waterfront. ECHDC utilized this study to continue conversations with a number of Great Lakes cruise lines in an effort to bolster the city’s potential as a cruise destination. Based on these conversations, ECHDC is issuing this RFP to further analyze the recommended terminal location and work with the various State and Federal agencies to develop a comprehensive site plan for a cruise terminal.
