Site work and paving for a transportation facility in Tucson, Arizona. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

Nature, Type, and Purpose of Work: Runway 6L-24R is one of three runways at Ryan Airfield which serves the general aviation community. The runway is experiencing wide transverse cracking due to oxidation and thermal stresses of the asphalt pavement. The purpose of work is to make asphalt pavement rehabilitation repairs to the Runway 6L-24R. Description of Work: The scope of work comprises of asphalt transverse and longitudinal crack repairs over 1-inches of existing asphalt by sawcut and removal at a depth of 3-inches and a minimum width of 8-feet centered on the existing crack. The asphalt material shall be a P-403 mix with a PG 76-22 binder. Cracks between 0.25 and 1-inches will be routed and filled with a P-605 with an ASTM 6690, Type 1 material compatible with the existing and new binder. To minimize the random/uncontrolled transverse cracks of the existing asphalt surface course, stress relief cuts at regular intervals shall be installed as Additive Alternate Number 1. To extend the life of the runway pavement an emulsified seal coat shall be applied to the entire runway as Additive Alternate Number 2. Substantial Completion: The successful Bidder who contracts with the TAA for the project will be required to achieve Substantial Completion of the entire Work in accordance with the terms of the parties contract not later than 50 Calendar Days (including 30-day wait for cure time before final pavement markings); Add Alt 1 would add 3 calendar days, Add Alt 2 would add 4 calendar days after the issuance of the Notice to Proceed by the TAA. Bid Bond: Each Bid shall be accompanied by a certified check, cashiers check or surety bond ( Bid Bond ) for ten per cent (10%) of the amount of the Base Bid and all Bid Alternates included in the Bid as a guarantee that the Bidder will enter into a contract to perform the proposal in accordance with the Drawings and Specifications. TAA s Right to Reject for Any Reason: TAA reserves the right to reject any or all bids or proposals or to withhold the award for any reason which TAA determines. DBE: Interest List: TAA maintains an interest list consisting of all design professionals, contractors, subcontractors/subconsultants, and major suppliers who have bid on airport projects. Each firm must complete and submit, with its submittal, information with respect to such firm in the form included in the solicitation documents. The listing of a firm on any TAA interest list is not an endorsement of that firm and does not indicate that the firm has been pre-qualified for airport work. DBE: It is the policy of the Department of Transportation ("DOT") and TAA that Disadvantaged Business Enterprise firms (DBEs) as defined in 49 CFR Part 26 (the DBE Regulations), shall have a fair and equal opportunity to participate in the performance of contracts financed in whole or in part with federal funds. TAA, in compliance with 49 CFR 26, has adopted a program regarding the participation of DBEs on federally funded projects. Specifically, it is the goal of TAA to ensure that, to the extent reasonably possible and consistent with other legal requirements that: (a) DBEs are not discriminated against in the award and administration of TAA's contracts; (b) a level playing field is created on which DBEs can compete fairly for TAAs contracts; and (c) any barriers to the participation of DBEs in TAAs contracts are removed. A copy of this program is available upon request. TAA has set an aspirational 7% (7% of the dollar value of the contract) DBE participation goal for this contract. As a matter of responsiveness, firms must complete and submit the Statement of Proposed DBE Utilization form in the form provided, with its submittal. Firms and firms' subcontractor/subconsultant who are submitting as DBEs must be certified DBEs in Arizona in good standing prior to the date submittals are due. TAA recognizes current DBE certifications by the ADOT, City of Phoenix, and City of Tucson.
