Renovation of a municipal facility in Amherst, Ohio. Completed plans call for the renovation of a municipal facility.

As of 4/18/2025 - The project will be re-bid with a bid opening date of April 29, 2025 at 11:00.  There are no changes to the bid specs. UV System Upgrades for the city of Amherst's Water Pollution Control Center. Bids must be submitted on the Bid Form contained in the contract documents and placed in a sealed envelope clearly marked on the outside "UV System Upgrade". The City of Amherst reserves the right to reject any and all bids submitted and waive any irregularities. The City also reserves the right to accept the lowest and/or best bid a) This project will provide upgrades to the City of Amherst, OH WPCC Ultraviolet (UV) Disinfection System. b) All systems, upgrades, and changes must be compliant with EPA standards (40 CFR 122-124) c) The existing UV control panel and the individual UV modules (2 banks, 3 modules per bank) electrical and controls will be upgraded to present day technology by a UV system vendor who has extensive experience with ultraviolet system upgrades, and control systems to meet all compliance needs. d) The UV control panel and all communications will be built on an Allen-Bradley CompactLogix PLC platform and HMI with UV vendor supplied programming. e) The new control panel is to be installed within or in place of the existing panel inside the adjacent tertiary filter building. f) The UV module enclosures, wiper system, and the interconnecting conduits may remain, and be controlled by the new controller. g) The ballast bank and ballast communication will work and communicate with the PLC control panel. h) Electrical and control equipment and conductors within these enclosures shall be supplied and installed by the UV system vendor. i) UV system vendor to provide and install UV ballast panel adjacent to existing UV channel and provide interconnecting wiring. j) UV system vendor to abandon and remove existing liquid ballast cooling system and employ panel cooling equipment for the new UV ballast panel. k) All system controls between bank and controller will be supplied as GE Proficy iFIX 5.8 SCADA ready and compliant to state and federal standards. l) All unnecessary electrical components will be removed from the existing module. The only electrical allowed within the module body will be the lamp connection only. No 3-phase or 1-phase power allowed. m) This UV modification will upgrade the existing (24) UV lamp system. The upgrade will replace old electronics and wiring through entire system. The completed system may use existing modules. All electrical, electronics, controls and interior wiring shall be replaced in the control cabinet, modules and connections between module and cabinet. n) Ultraviolet Intensity Monitoring: Each disinfection bank shall receive a new ultraviolet 254nm intensity sensor. The intensity measured by each UV sensor shall be displayed at the UV control panel using a 0% to 100% scale. o) Ultraviolet Lamp & Ballast Monitoring: Lamp & Ballast Status On/Off shall be displayed on the control panel and available to SCADA for each lamp. Lamp & Ballast OUT shall be reported for each lamp and reported via PLC Control System. Lamp & Ballast ON shall be reported for each lamp and reported via PLC Control System. Each module lamp hour count will be resettable. The system shall continuously monitor the status of each UV module (on/off - hand/auto), status of each UV lamp (on/off), and the age of each module's UV lamps in hours. p) The UV System Vendor must provide a means of operating the UV bulbs and wipers on hand in case of a control system failure. q) The UV System Vendor will supply a wiring diagram and a copy of the PLC program on a "jump drive" or an emailed file for backup purposes. This copy shall be the version running on the processor at the time all start up modifications are made, and the system is operating properly
