Buyer Preferences, Guidelines & Requirements Participation Requirements - Minority Business Participation - Native American Participation - Women-Owned Business Participation General Requirements - Bid Deposit Required - Certified Payroll - Contractors License Required - Federally Funded - Insurance Required - Prevailing Wage Required Bonding Requirements - Bid Bond 10 % - Performance Bond 100 % - Maintenance Bond 10 % - Labor and Materials Bond 100 % Description In general, the work located on/adjacent to Eastfield Drive with proposed construction location at 45 Eastfield Drive, comprises without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant work necessary for the construction of the undergrounding of electrical and communication existing lines in compliance with Southern California Edison plans and specifications as prepared for the City of Rolling Hills per "2QQ-RULE 20B INSTALL UG STATELER 16KV WALTERIA SUB., Project No. 2025-02", AND COX COMMUNICATION, CROWN CASTLE, AND FRONTIER COMMUNICATIONS AND IN COMPLIANCE WITH THE CalOES/FEMA GRANT HMGP DR-4382-177-7R; exception therefrom any cabling installation, electrical connections except as noted for residences that require panel relocations or installation of subpanels, and removal of power poles. The work includes the surveying of trench alignment locations; the saw-cutting and demolition of existing AC pavement and base on/adjacent to Eastfield Drive for trench locations per SCE plan and telecommunication company plans (Cox Communication, Crown Castle, Frontier Communications), including export of removed AC pavement; joint trench and structures excavation to specified depths; installation of SCE and Telecommunication Company approved conduit; Installation of SCE and Telecommunication Company approved vault and boxes (connections by SCE/Telecommunication Companies); Backfill of trenches, including one-sack slurry mix where specified; replacement of AC pavement and base section; repair of any damaged adjacent improvements existing at the time; and other works per plans and specifications. Work also includes utilizing Best Management Practices (BMP's) as outlined in Section C of the CalOES/FEMA GRANT HMGP DR-4382-177-7R for compliance with General Avoidance and Minimization Measures (AMM's) as identified in Section C.2 of the CalOES/FEMA GRANT HMGP DR-4382-177-7R. The City of Rolling Hills will: Perform a California Coastal Gnatcatcher (CAGN) Preconstruction Survey within 48 hours of the start of construction and will notify contractor of findings from survey. Perform and conduct an initial Environmental Awareness Training and Cultural Sensitivity Training for Construction Personnel (GEN AMM-15) and will prepare a video/powerpoint presentation for use with additional/new construction personnel. Be responsible for all monitoring required (Native American / CAGN, TBD) Bidders shall have an active Class "A" and/or "B" license from the Contractor's State License Board, a minimum of 5 years of applicable experience and 5 recently completed similar public works projects, at the time of submitting bid. The project contract shall be completed and facility shall be made ready for service within 56 working days after the Notice to Proceed is issued. Contractor to provide a preliminary schedule with their proposal reflecting the construction duration. Schedule to reflect crew allocation and work durations. In accordance with Labor Code Section 1770 et seq., this Project is a "public work," and thus, the Contractor and any Subcontractors must pay wages in accordance with the determination of the Director of the Department of Industrial Relations ("DIR") regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works, and are available to any interested party upon request. Contractor shall post a copy of the DIR's determination of the prevailing rate of per diem wages at each job site. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Five percent of the payments due to the successful Contractor shall be withheld by City as retention for performance security, but the Contractor may substitute securities for said retention pursuant to Section 7.04 of the General Conditions. If the Project includes the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, the bid shall contain, as part of the lump sum bid package, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to all applicable safety laws, rules, regulations and orders. If the Bidder is awarded the contract, the contract shall be terminated and the bid bond forfeited if the Bidder fails to provide the applicable insurance certificates and bonds within the time set forth in Section 21 of the Instructions to Bidders. Proposals (bids) to perform the work shall be made on the forms provided by the Project Manager / Consulting Engineer and shall be submitted complete, including bid bond and list of subcontractors, in accordance with the Instructions to Bidders and other requirements of the bid document. In order to qualify to bid this project, bidders must obtain and properly execute a hardcopy of the contract documents. Each bidder wishing to submit a bid proposal shall print a hard copy of the City's bid proposal documents for submittal from the sent or downloaded electronic set. The City's bid proposal documents include the following forms: Proposal, Bidder's Proposal, Bid Bond, Bidder's Qualifications & References, Designation of Subcontractors, Contractor's Affidavit of Non- collusion, Pre-bid Site Inspection Certification, Workers' Compensation Certificate, and Receipt Acknowledgment of all addenda if any
