The St. Joseph County Road Commission (SJCRC) is soliciting Proposals from consultants to develop a SS4A Implementation Grant Application. This project will be under the direction of the SJCRC Project Manager identified below. Only consultants currently listed as prequalified to perform Design - Traffic: Safety Studies services for the Michigan Department of Transportation (MDOT) will be considered. The proposal should include a work plan and qualifications. Submittals should include application experience for 3 similar federal grants and key personnel resumes, not more than 2 pages per resume. Any questions should be submitted Monday, April 14, 2025 at noon. The proposal must be delivered in person or sent by mail to the St. Joseph County Road Commission, 20914 M-86, Centreville, Michigan 49032. It shall be in a sealed envelope marked with the name and address of the consultant on the outside of the envelope. "2025 Safe Streets for All Implementation" should also be highlighted on the outside of the envelope. In addition, if the bid is to be express mailed, "Proposal Documents Enclosed" must be conspicuously marked on the package. Facsimile and/or e-mail transmitted proposals will not be accepted. The consultant shall assume full responsibility for delivery of bids prior to the appointed hour and shall assume the risk of late delivery or non-delivery regardless of the manner employed for the transmission thereof. Proposals shall be accepted by the Road Commission at any time during the normal course of business only, said hours being 7:00 am to 3:00 pm, Monday through Friday, legal holidays excepted. A consultant may withdraw their proposal response by written request at any time prior to the scheduled opening. Any proposal received after the scheduled opening time will not be accepted and will be returned unopened. No proposal may be withdrawn, changed, or modified in any way for a period of sixty (60) calendar days from the date of the opening. The proposals will be evaluated based on demonstrated competence, scope, innovations, and qualification for the type of services required as well as the ability to complete the application within the timeframe and at a reasonable budget. The St. Joseph County Road Commission has a completed Comprehensive Safety Action Plan as required by the SS4A program for implementation which was developed by AECOM and adopted by the St. Joseph County Road Commission Board. The work is to create an Implementation Grant Application for DOT-SSS4A-FY25-01 which will include at a minimum North River Road from US-131 to US-12 for implementation. If the consultant deems that additional projects would increase the probability of success in implementation it is highly encouraged to add these projects to the application. Compensation shall be on an actual cost plus fixed fee basis. The Consultant will invoice SJCRC for services performed on active task orders monthly by either email or regular mail. The Consultant must submit all invoices to the SJCRC Project Manager for approval. Payment will be monthly based on the services performed and invoiced through the billing period. All invoices will be numbered sequentially and will indicate the invoice period. Invoices must indicate the SJCRC Work Order Number. Payment to the Consultant for services rendered shall not exceed the maximum amount of the contract unless an increase is approved by SJCRC, prior to work starting
