INTRODUCTION The City of Woburn is seeking proposals from qualified consultants to assist in implementing the funding awarded through the Community One Stop for Growth grant. This project aims to streamline zoning regulations and promote mixed-use development in downtown Woburn to enhance economic activity and community vibrancy. The selected consultant will work closely with city officials, stakeholders, and community members to develop a comprehensive downtown revitalization plan that integrates planned traffic improvements scheduled for FY 2029. The primary purpose of this project is to reimagine and enhance downtown Woburn to ensure its long-term economic vitality. This will involve creating a plan that addresses current zoning and land use challenges, promotes diverse and sustainable businesses, and leverages Woburn's natural, cultural, and historical assets to attract tourism and support small businesses. The key goals include developing a comprehensive, long-term plan for downtown Woburn, identifying and addressing zoning challenges that hinder economic development, and enhancing the area's attractiveness by capitalizing on its unique assets. The City of Woburn is embarking on a transformative project to reimagine and enhance downtown Woburn. This initiative will create a comprehensive, long-term plan that supports economic vitality, addresses zoning and land use challenges, and promotes sustainable and diverse business development. The key components of the project include: o Stakeholder and Community Engagement: Extensive outreach to residents, targeted focus groups, and discussions with key stakeholders such as the Woburn Chamber of Commerce and Woburn Redevelopment Authority. o Data Collection and Analysis: Review of baseline demographics, workforce data, industry trends, zoning regulations, and infrastructure conditions. o Housing and Economic Development Assessment: Identification of housing needs, economic opportunities, and zoning barriers to development. o Visual Renderings and Mapping: Creation of visual representations of potential mixeduse developments, pedestrian-friendly areas, and improved traffic patterns. o Comprehensive Implementation Plan: Development of actionable recommendations and strategies for downtown revitalization, including integration with the upcoming traffic reconfiguration project.
