Renovation of an educational facility in Montclair, New Jersey. Completed plans call for the renovation of a educational facility.

Interior Renovations at Nishuane Elementary School PSA Commission Number 9018NS Questions will be considered only up until the inquiry deadline stated in the Instructions to Bidders. The scope of this project includes, but is not limited to, fine arts renovations, music rooms & technology rooms renovations, replacement of boilers, classroom renovations, dance studio renovation, electrical service replacement, gymnasium renovation, HVAC replacement, special education room improvements, replacement of stairs and technology improvements. The Contract Documents define the full project scope. Bids will be considered in accordance with N.J.S.A. 18A:18A-1 et. seq. and N.J.S.A. 18A:7G-1 et. seq. This project is subject to a Project Labor Agreement (PLA), a copy of which is incorporated into the specifications. Refer to section 00 30 00 Information available to bidders. The successful contractor must abide by the PLA for the entirety of the project. In accordance with Article 15, Set-Aside Programs, of Title 18, N.J.S.A. 18A:18A-51 et seq., this Project, which is one of the Montclair Public Schools 2022 Referendum Project, has been designated by the Board as one that requires that at least twenty percent (20%) of the total scope of work be performed by the bidder or any of the bidder's named subcontractors who are certified as a Minority Business Enterprise ("MBE"), Women's Business Enterprise ("WBE") or Small Business Enterprise ("SBE") by a certifying Federal or State agency, as applicable. Bidders shall submit with their bids certification(s) regarding qualification for themselves and/or their named subcontractors regarding MBE, WBE or SBE status, and identifying the percentage of work of the Project that will be performed by them. Bids which do not meet the minimum twenty (20%) set aside requirements will be rejected. Bids will be received from a Bidder for one price for the entire project, all trades, all inclusive. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in one of the following categories, pursuant to N.J.S.A. 18A:18A-27.1, et. seq.: (C008) GENERAL CONSTRUCTION or (C009) GENERAL CONSTRUCTION / ALTERATIONS / ADDITIONS Bidders shall also either be prequalified for, or include documentation for prequalified subcontractors for, the following listed classifications: (C029) STRUCTURAL STEEL & ORNAMENTAL IRON (C030) PLUMBING (C032) HVACR (C047) ELECTRICAL Bidders and subcontractors for each of the major branches of work specified in N.J.S.A. 18A:18A-18 must be prequalified by the DPMC. Bidders shall submit with the bid a Certificate of Prequalification/Classification from the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) and Affidavit as to the Total Amount of Uncompleted Contracts for the Bidder and for all listed subcontractors in the referenced statute for whom DPMC prequalification is required. Additionally, if the Bidder is not classified by the DPMC for the following classification(s), the Bidder shall be required to retain a subcontractor that is classified by the DPMC as listed to perform such work. The selected subcontractor(s) for the following shall NOT be named in the bid. (C092) ASBESTOS REMOVAL / TREATMENT No modifications to the enclosed Instructions to Bidders, General Conditions, Supplemental Conditions or Specifications will be permitted prior to bid acceptance except as may be allowed by addenda as outlined in the Specifications. Bids that propose modifications to the requirements shall result in rejection of the bid as being non-responsive. Bids must be accompanied by bid security in the form of (1) a bid bond or certified or cashier's check payable to Montclair Township Board of Education equal to 10% of the amount of the bid, but in no case to exceed $20,000.00 per N.J.S.A. 18A:18A-24, and (2) Certificate of Consent of Surety per N.J.S.A. 18A:18A-25. The successful bidder will be required to furnish additional bonds as specified in Document 00 21 13, "Instructions to Bidders." The Board of Education reserves the right to reject any non-responsive bids or all bids pursuant to N.J.S.A. 18A:18A-22 and to waive immaterial defects or non-material exceptions, that may be in the best interest of the Board. No bid may be withdrawn for a period of sixty (60) days after the opening date. Bidders shall direct questions in writing to C.
