The Santa Fe Irrigation District (SFID) is seeking proposals from qualified Engineering firms to provide Engineering Design Services for the 24-inch Pipeline Realignment and Replacement Project J-2503 (The Project). SFID is a public agency existing and operating pursuant to the Irrigation District Law, California Water Code Section 20500 et seq. This Request for Proposals (RFP) describes The Project, the required scope of services, the consultant selection process, and the minimum information that must be included in the proposal. Failure to submit information in accordance with the RFP requirements and procedures may cause for disqualification. SFID reserves the right to waive minor proposal deviations or omissions at its sole discretion. The Engineering firm should perform the general tasks as described in the Scope of Work. SFID intends to select the most qualified Engineering firm for the project. Proposal will be evaluated by SFID s Screening and Selection Committee on the basis of the following criteria: Project Understanding and Approach Scope of Work and Reasonableness of the Schedule of Services Qualifications of Key Personnel (team) and Relevant Experience Overall Clarity of Proposal/Compliance with the RFP Cost of Proposal Requests for interpretation, clarification and/or explanation regarding any aspect of this RFP must be received in writing, via email, by SFID no later than 12:00 P.M., Pacific Standard Time (PST), Thursday, May 1st, 2025. Questions must be sent to the attention of Hanna Dodd Gabin, Senior Civil Engineer, via e-mail to hdodd@sfidwater.org. Questions submitted via e-mail shall contain the following title in the Subject line 24-inch Pipeline Realignment and Replacement Project- RFP Question. Questions will not be accepted by telephone. Any questions received after this date may not receive a response. Written responses to questions will be sent to all Proposers. The Project shall be completed within approximately 7 months after notice to proceed. The solicitation, receipt and evaluation of proposals and the selection of the provider of Professional Services and the completion of the plan shall correspond to the following schedule: Proposer Interviews (if required): May 19, 2025 Recommend Contract Award to Water Resources Committee: June 5, 2025 Recommend Contract Award to Board of Directors: June 19, 2025 Notice To Proceed* June 25, 2025 Project Kickoff July 7, 2025 Preliminary Design (2-months following NTP)** August 2025 50% Submittal (4-months from Preliminary Design Submittal)** December 2025 100% Submittal (1-month from 50% Submittal)** January 2026 Final Submittal January 2026 The method of Contractor Selection has not been Determined at this time
