The City of Hazard shall accept sealed bids on asphalt both (per ton picked up at the site) (and per ton in place). Bid proposals are to be sealed in an envelope bearing the bidders identification on the exterior of the envelope and the words asphalt bid. The City of Hazard reserves the right to reject any and all bids and to waive any informalities and/or technicalities where the best interest of the city can be served. No bidder may withdraw or cancel their bid within (45) forty-five days after the actual day of the opening thereof.
