“The owner has selected a Construction Manager. A timeline for construction has not yet been established.” Construction Management at-Risk Services for Project No. 34-24009 TLC Common Area Upgrade, University of West Georgia, Carrollton, Georgia. The University of West Georgia ("UWG"), a unit of The Board of Regents of the University System of Georgia ("BOR") as "User" and "Owner", is soliciting Statements of Qualifications from firms interested in providing construction management at-risk services for the construction of a project known as Project No. 34-24009, "TLC Common Area Upgrades". This Request for Qualifications (RFQ) seeks to identify potential providers of the above-mentioned services. Some firms that respond to this RFQ, who are determined by the Owner to be especially qualified, may be deemed eligible and may be invited to interview and offer proposals for these services. All respondents to this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow instructions carefully. UWG reserves the right to reject any or all statements of qualifications or proposals, and to waive technicalities and informalities at their discretion. 1. GENERAL PROJECT INFORMATION Project Background The Technology-enhanced Learning Center "TLC", built in 1999, at 118,009GSF, is one of the most utilized instructional facilities on campus. It is home to the "Dr. James 'Earl' Perry College of Mathematics, Computing, and Sciences" ("CMCS"). UWG is expanding into new, high-demand degrees support by CMCS. Chemistry and Physics are creating new material science courses/labs and also expanding into EV and battery emphasis, tied to the Governor's emphasis to make Georgia the EV/battery capital of the nation. The TLC renovation project will support these growing areas in CMCS. Project Description Public areas in the 1st, 2nd, and 3rd floors will receive upgrades. Existing floor systems will be demolished and new installed. Walls will be patched and painted to reflect current UWG material finish standards. Lighting systems will be upgraded to LED, with demolition and reinstallation of partial ceiling grid in select areas. (See document "2023-223 UWG TLC Bldg Lighting Upgrades_100% CD COMBINED_07.12.24"). The main stairway will receive alternate panel systems, to be determined in collaboration with the Design Professional, replacement of stair tread, and painted handrails. The independent drop ceilings will be renovated to cover the top, solution to be determined via collaboration with the Design Professional. Sustainable Approach The project will incorporate the requirements of the Energy Efficiency & Sustainable Construction Act of 2008 (O.C.G.A. 50-8-18) and it is the desire of the Owner to incorporate sustainable design and construction concepts in the project where feasible to do so. Project Delivery Method The delivery method for this Project will be Construction Manager at-Risk and as a minimum, will employ the services of a Design Professional in addition to the services of the CM/GC. Project Budget The preliminary Stated Cost Limitation (SCL) or construction cost of the Project is estimated at $1,200,000.00. The final SCL may be revised by the Owner due to final programmatic requirements, funding availability or other circumstances. Project Schedule The Design Professional's services are complete. Preconstruction services are expected to begin immediately upon execution of the contract with the CM/GC. The CM/GC shall obtain written authorization from the Owner prior to proceeding with any additional services. The construction is anticipated to begin in May, 2025.
