A timeline for the award has not yet been established.** The City of Riverbank is seeking proposals from experienced, qualified vendor companies for providing a Screw Press Dewatering System to be installed as part of the upgrading of the Riverbank Wastewater Treatment Plant. With this upgrade, the new facility will be called the Riverbank Regional Recycled Water Facility (RRRWF). The purpose of this RFP is the early selection and procurement of this equipment to facilitate and optimize the design development and fast track its implementation. The RRFWF will be built with a treatment capacity of 2.3 mgd (millions of gallons per day) and include secondary treatment, cloth media filtration and UV disinfection treatment steps. The processing of the biosolids will be performed via screw press dewatering and solar greenhouse drying and storage prior to disposal. Question Deadline - 04/28/2025 at 5:00 PM PT - Questions shall be directed in writing by email to the City Contact. The Project is currently in the 60 % design phase. The tentative schedule for its completion of the is as follows: Complete Detail Design: December 2025 Obtain all Regulatory Approvals: December 2025 Complete Design Bidding, Award and Mobilization July 2026 Complete Construction and Commissioning: December 2028. A questionnaire with pass/fail requirements to be filled by the Proposers is included in Section 00 45 17 Proposers Statement of Experience and Supplemental Information. Only those proposals with affirmative responses to each question will be considered for further evaluation. Each Proposal must be submitted on the Procurement forms provided in the Procurement Proposal Documents in their entirety including completed Proposal Forms and the required supplementary information as stated in INSTRUCTIONS TO PROPOSERS Section (00 21 16). The Contract will be awarded based on cost and quality of the proposals per the criteria established in PROPOSAL EVALUATION Section (00 31 00). The Contract will be novated to the Contractor, which will be in charge of the installation of the Goods as part of the construction of the Riverbank Wastewater Treatment Plant Upgrade. The successful Proposer shall be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, acceptable to the City of Riverbank, each for not less than one hundred percent (100%) of the Contract Price. The statement of experiences and information required in the PROPOSER'S STATEMENT OF EXPERIENCE AND SUPPLEMENTAL INFORMATION Section (00 45 17) shall be submitted with the Proposals. Pursuant to Section 22300 et seq. of the Public Contract Code, Proposer may, at its own expense, substitute securities for any money being withheld by the Buyer to ensure performance under this contrac During the evaluation process, the City reserves the right to request additional information or clarification from Proposers, to waive informalities and irregularities, or to allow corrections of errors or omissions. The City is under no obligation to return proposals. A Proposer may withdraw its proposal at any time before the expiration of the time for submission of proposals as provided in the RFP by delivering a written request for withdrawal signed by, or on behalf of, the Proposer. The City of Riverbank reserves the right to reject any or all Proposals, to waive any informality in any Proposal, and to determine which Proposal of a responsible Proposer, in the judgment of the City, is the best in terms of cost and quality.
