The mission of the Division of Public Health is to protect and enhance the health of the people of Delaware. The Division accomplishes its mission by: _ working together with others; _ addressing issues that affect the health of Delawareans; _ keeping track of the State's health; _ promoting positive lifestyles; _ responding to critical health issues and disasters; _ promoting the availability of health services. The accomplishment of this mission will facilitate the Division in realizing its vision of creating an environment in which people in Delaware can reach their full potential for a healthy life. The Division of Public Health (DPH) Health Systems Protection (HSP) Unit is responsible for overseeing the Healthy Homes and Lead Poisoning Prevention Program (HHLPP). The mission of the Healthy Homes and Lead Poisoning Prevention Program is to protect the health of Delawareans by preventing childhood lead poisoning and promoting health among children (0 - 18 years of age) through education, safe environments, screening and early intervention. HHLPP accomplishes this mission by: _ Increasing public awareness of the dangers of lead poisoning _ Preventing/controlling lead hazards before exposure occurs _ Universal screening of pre-school children _ Case management, education and/or environmental investigation for children found lead poisoned. Lead poisoning is a preventable occurrence but continues to be a significant environmental hazard for children in Delaware. Young children up to age 6, whose brains develop rapidly, are at greatest risk of harm from lead exposure. Childhood exposure to lead, through inhalation or ingestion, can cause long-term neurological damage and decreased intelligence that may be associated with learning and behavioral problems. To support families with children who have an elevated blood lead level, DPH will provide home abatement and/or remediation services in addition to lead risk assessments and case management. In FY2024, DPH requested 58 Lead Risk Assessments totaling $63,506.20 on properties suspected of lead exposure. Total funding available to conduct all components outlined in this RFP project will be $200,000 per fiscal year. This amount may be awarded to multiple vendors. The period of engagement with the vendor will be two (2) years, with the option to renew annually for up to three (3) one-year periods, if funding continues to be available. B. Project Goals The State of Delaware, Department of Health and Social Services seeks professional services to: _ Perform Lead Risk Assessments (LRAs) to determine the presence of lead-based paint and other lead hazards in homes referred by the Division of Public Health; _ Perform addition sampling and analyses for expected lead containing items not included in an LRA, _ Provide LRA reports in accordance with Delaware regulation, _ Provide a scope of work for remediating and/or abating identified lead hazards.
