The Lincoln County Department of Roads is accepting bids from contractors for Asphaltic Concrete Paving. Lincoln County Board of Commissioners reserves the right to reject any and all bids and to waive any irregulari-ties. The Highway Superintendent, in coordination with the ENGINEER, shall have general supervision and direction ofthe Work and will decide any questions that arise with reference to the intent ofthe PROJECT. Furthermore, the Highway Superintendent, in coordination with the ENGINEER with regards to the PROJECTwill decide all questions concerning: a) The quality and acceptability ofmaterials furnished. b) The Work performed. c) The manner ofperformance and progress ofthe Work. d) Interpretation ofthis Proposal Document and the Standard Specifications. e) Fulfillment ofthe contract by the Contractor. f) Compensation. g) Disputes pertaining to mutual rights between Contractors. h) Determination ofthe existence of differing site conditions. i) Determination ofworking days or calendar days. j) Working drawing details
