The County of Orange, OC Community Resources, (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Smart Irrigation Controllers & Master Valve/Flow Sensor with Professional Services. The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation - only electronic bids submitted through the County's online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits. The scope of the project includes replacing existing master valve with one (1) Cla-Val master valve and one (1) WeatherTRAK flow sensor and replacing ten (10) existing irrigation controller with eight (8) HydroPoint WeatherTRAK smart irrigation controllers. Locations of the existing irrigation controllers and proposed smart irrigation controllers are shown on Attachment D. Provide irrigation controller certification letter from an Authorized WeatherTRAK OptiFlow XR weather-based irrigation controller Distributor for each controller installed under this contract, and one copy of the Irrigation Guarantee Statement. Each WeatherTRAK OptiFlow XR irrigation controller installed on this project shall include wireless Data service, Central Irrigation Management (CIM+OFS) service plan and warranty and field technical support for a period of five (5) years. See Attachment C for details and additional requirements. Contractor shall confirm location of existing electric valves in the field, heat stamp station numbers, install recycled water ID tag, install new wire connectors, and upgrade all existing electric control valve boxes. Contractor shall obtain the required plumbing permit for replacing the master valve. Provide all labor, materials, transportation, and services necessary to furnish and install the irrigation smart controllers as shown on Attachment C, Attachment D, and described herein. No substitution will be allowed without prior written approval by the County's Authorized Representative. In addition, Contractor shall be responsible for obtaining the services of HydroPoint Data Systems and/or approved HydroPoint authorized distributor to provide WeatherTRAK OptiFlow XR Controller Commissioning Services, WeatherTRAK Flow Sensor Commissioning Services and WeatherTRAK OptiFlow Site Optimization Commissioning Services. Contractor shall be responsible for paying any costs involved for the commissioning services. As part of the Commission Services, Contractor shall provide mapping of all valve station pins, an asset summary report, and the irrigation record drawings and controller charts in AutoCAD and PDF format. See Attachment C, Part 2, 2.2, F, G & H for details. Eight (8) individual controller hydrazone maps shall be completed at time of system commissioning depicting each hydrazone within each controller in a unique color with the associated program and station number appropriately depicted within each respective hydrazone. The map format shall be 11 inches x 17 inches. Two (2) sets of eight (8) laminated hard copies and a digital pdf. file on a flash drive shall be delivered. See Exhibit A as a suggested hydrazone controller map example. The project site irrigation system including sprinkler heads, mainline piping, lateral line piping, remote control valves, quick cooping valves, etc. are existing as a total and complete operational irrigation system and shall be protected in place. Layout of irrigation equipment shown on Attachment D is diagrammatic. Location of irrigation equipment is contingent upon and subject to integration with all other underground utilities. Contractor shall employ all data contained in the Attachment D and shall verify this information at the construction site to confirm the manner by which it relates to the installation. See Attachment C Section 3.1 for additional General Installation Requirements. Deliverables: Irrigation Controllers: Installation of eight (8) HydroPoint WeatherTRAK smart irrigation controllers as outlined in Attachment D - Irrigation Drawings. Two (2) keys for each irrigation controllers. A certification letter for each WeatherTRAK OptiFlow XR irrigation controller from an Authorized WeatherTRAK OptiFlow XR distributor. One (1) copy of the Irrigation Guarantee Statement (see Attachment A, Section 1.9). Operation and maintenance manuals. Master Valve and Flow Sensor: Replacement of the existing master valve with one (1) Cla-Val master valve. Installation of one (1) WeatherTRAK flow sensor with Paige Electric flow sensor cable. Controller Commissioning Services: Commissioning services from HydroPoint Data Systems or an approved HydroPoint authorized distributor, including: WeatherTRAK OptiFlow XR controller commissioning. WeatherTRAK flow sensor commissioning. WeatherTRAK OptiFlow site optimization commissioning. Mapping of all valve station pins. Asset summary report. Irrigation record drawings and controller charts in AutoCAD and PDF format. Hydrazone Maps: Completion of eight (8) individual hydrazone maps depicting each hydrazone within each controller, using unique colors for each hydrazone. These maps should also include the associated program and station number for each hydrazone. Two (2) sets of laminated hard copies of the hydrazone maps (11 inches x 17 inches). Digital copy of the maps in PDF format on a flash drive. Electric Valve and Infrastructure Updates: Confirmation of the location of existing electric valves in the field. Heat stamping of station numbers. Installation of recycled water ID tags. Installation of new wire connectors. Upgrade of existing electric control valve boxes as needed. Valve box lids must be heat-branded with the head brand valve station number. If existing valve boxes cannot be heat-branded, the contractor shall provide replacement valve boxes that meet this requirement. Permit and Documentation: The contractor is responsible for obtaining the required plumbing permit for replacing the master valve. Milestones: Pre-Installation Phase: Site Verification: Confirm the location of existing irrigation equipment and utilities as shown on Attachment D- Irrigation Drawings. Staffing and Certification: Provide a staffing plan listing all subcontractors (Section 3.9) and ensure that the staff meet the qualifications outlined in Section 3.10 and 3.11. Installation Phase: Installation of New Equipment: Install the Cla-Val master valve, WeatherTRAK flow sensor, and the eight (8) HydroPoint WeatherTRAK irrigation controllers. System Integration: Integrate the new equipment with the existing irrigation system, verifying the installation as per Attachment D. Verification of Electric Valves: Confirm and mark the locations of existing electric valves, install recycled water ID tags, and upgrade control valve boxes. Commissioning Phase: Commissioning Services: Complete WeatherTRAK OptiFlow XR controller commissioning, WeatherTRAK flow sensor commissioning, and WeatherTRAK OptiFlow site optimization commissioning as outlined. Mapping and Documentation: Submit the hydrazone maps, asset summary reports, and AutoCAD/PDF format drawings. Completion Phase: Final Inspection and Approval: Obtain final inspection and approval from the County's Authorized Representative. Provide all required documentation, including permits, certification letters, and warranty information. Hours of Operation: Standard Working Hours: Contractor will perform work during standard business hours, Monday through Friday, from 7:00 AM to 5:00 PM, excluding public holidays. Weekend or After-Hours Work: Any work outside of these hours (including weekends) must be pre-approved by the County's Authorized Representative. Other Responsibilities: Data Services and Technical Support: Ensure that each installed WeatherTRAK OptiFlow XR controller includes a five (5) year warranty, wireless data service, and access to Central Irrigation Management (CIM+OFS) services. Verification and Reporting: Provide detailed reports on controller and sensor installations, including all necessary maps and documentation in both hard copy and digital formats. Permit Requirements: Plumbing Permit: The contractor is required to obtain the necessary plumbing permit for replacing the master valve before beginning the installation work. Minimum Qualifications: Contractor and on-site job superintendent must have been regularly engaged in and specialized in the installation of irrigation systems of similar scope, size, and complexity to the system specified in this contract for a minimum of the past five (5) years. Contractor and on-site field superintendent must meet the following minimum qualifications: At least five (5) years of continuous experience in the installation of commercial irrigation systems. Contractor shall provide a copy of the manufacturer's installation certification program for the authorized specified WeatherTRAK OptiFlow XR weather-based irrigation controller . At least one (1) individual who is fluent in speaking, reading, and writing English must be present in the field throughout the implementation of the work. This individual must be available at all times during the execution of the work, possess a thorough understanding of the materials being installed, be familiar with the manufacturer's recommended installation methods, and be responsible for directing all work activities.
