The Imperial Valley Housing Authority (IVHA) was organized in 1950. The mission of the Imperial Valley Housing Authority, through non - discriminatory practices, seeks to leverage resources to promote affordable, decent, safe, and stable housing to enable communities to thrive and low-income families to increase their potential for long-term economic self-sufficiency and a high sustained quality of life. The IVHA is headed by an Executive Director and is governed by board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations and the HA's procurement policy. Property listing is in the Imperial County, California at: Al Mix Villa Homes (34-2)675 S. Palm Avenue/ Brawley, CA 92227 SUMMARY OF THE WORK 14.1 Location : A l Mix Villa Homes ( 3 4 - 2 ) 67 5 S. Palm Avenue / Brawley, CA 92227 The character of the work of this project is such that the extent of existing conditions at the project site cannot be adequately conveyed in this document. Contractors are urged to visit the project site and fully familiarize themselv es with the character and the scope of the project and all existing condition which will affect the work. Contractor can call to arrange an appointment to view project. Please direct all inquiries as to this request to the Imperial Valley Housing Authorit y (760) 351 - 7000 ext. 121. 14.2 S urface Preparation: Perform preparation and cleaning procedures in strict accordance with substrate conditions. In general, the work involves in electrical services as specified below. 14.3 Detail Description of Work: The contractor will be expected to provide electrical service as specified: Replace a 6 Meter Electrical Panel for Building 1 , units # 1 - 6 and Building 3, units 13 - 18. 14.3.1 Prep surface 14.3.1.1 Contractors shall provide all equipment , material , supplies, traffic control, and labor as required. 14.3.1.2 The contractor is responsible for acquiring city permit , all certification, payment of fees and expenses that may be mandated requirement for this project. All paperwork and fees must be included with in contractors bid pric e. 14.3.1.3 Work Schedule: The Contractor and IVHA Contract Officer shall agree upon a schedule of time and order of work for the project to prevent a long period of down time for tenants and the performance of the Contractor's services. Such shall be based upon reasonable times for review, approval and return of the documents. IVHA estimates that this job should take less than 30 days from the award of contract. IVHA is aware that the start time for construction may be delayed due to purchasing and production of material. 14.3.1.4 Contractor shall p erform preparation and cleaning procedures in strict acc ordance with the manufacturer's instructions for the substrate condition. 14.3.1.5 Contractor shall assist with IID application and scheduling. 14.3.1.6 Demolition removal of existing 6 - meter electrical panel . Location of panels are on Section 15.1 and 15.2 on page 11. 14.3.1.7 Install new 6 - meter panel, 600 - amp bus rated 6 meter according to NEC requirement. Installation m ust meet all city codes and guidelines . Please se e diagram 15. 3 for sample of installation for your reference. 14.3.1.8 Install 6 new 100 - amp sub - panel next to new meter to separate existing circuits for sub panels and a/c disconnect as shown on Section 15.3 on page 1 7 . 14.3.1.9 Reroute air conditioner circuits to exterior sub panel using conduit. 14.3.1.10 Install 6 " x6 " x4 8" wiring trough , Nema Type 3R under meter box as shown on diagram Section 15.3 on page 12 . 14.3.1.11 Install 3" rigid conduit with 2 sets of 350 mcm. 14.3.1.12 Replace weather head s with updated weather heads to meet code requirements. 14.3.1.13 Install 2/0 bare solid copper, ground rods _" 6' apart . 14.3.1.14 Contractor must make necessary repair to bring electrical up to code. 14.3.1.15 Dispose of all debris resulting from work on a daily basis. 14.3.2 Finished work 14.3.2.1 Final Adjustments: Inspect electrical , make sure it is working properly , and that work has been signed off by city inspector. 14.3.2.2 Work must pass city inspection to be deem complete. 14.3.2.3 Contractor shall meet with IVHA designated staff member, appointed by Contracting Officer, on t he job completion scheduled walk through to have completion form signed of acceptance of work. Note: Any changes or alteration to this project will me noted in an addendum to all the contractor's interested in the bidding. 14.4 Material, Color, and Warranty: 14.1 Materials: Provide the best quality material for the job at hand. Materials not displaying the manufacturer's identification as a standard, best - grade product will not be acceptable. 14.2 Warranty: General Warranty: The special warranty specified in this Article shall not deprive the Owner of other rights the Owner may have under other provisions of the Contract Documents and shall be in addition to, and run concurrent with, other warranties made by the Contractor under requirements of the Contract Docume nts. 14.3 Special Warranty: Submit a written warranty executed by the manufacturer agreeing to repair or replace components of window that fail in materials or workmanship within the specified warranty period. Failures include, but are not limited to, the following: 14.5 Job Conditions: Building is currently occupied. Coordinate with contracting officer in order to give tenants proper notice of work schedule in the area. Conduct work in a manner that will minimize disruption of tenant's normal operations in all areas. Provide minimum of 48 hours advance notice to Owners of activities which will severely impact Owner's usual operations. *Contractor will coordinate with Contracting Officer in order to give tenants notice of wok schedule and for i nterview purposes. 14.6 Protection : Protect all surrounding surfaces against damage by all work performance. Correct any damage by cleaning, repairing, or replacing and repainting as acceptable to the Owner. Do not close, block, or otherwise obstruct walks or other occupied or used facilities without written permission from authorities having jurisdiction. Provide alternate routes around closed or obstructed traffic ways if required by governing regulations. 14.7 RELATED DOCUMENTS: All provisions of Contract, inc luding General and Supplementary Conditions and State/Federal wage decisions apply to work of this section. 14.8 Clean - up: _ During the progress of the work, remove from the site all discarded materials, rubbish, cans, rags and debris at the end of each workday . _ Burning of debris and rubbish resulting from the work specifications will not be permitted on the site. _ Contractor is responsible for removal and dumping of all trash material/debris at the end of each workday or upon job completion or whichever comes first. _ All trash and debris must be discarded by contractor off the Imperial Valley Housing Authority proper ty. _ Upon completion of work, remove tools, equipment, and other materials from the site. Remove protection and leave all areas clean. 14.9 Inspection/Acceptance: Upon completion of work, Housing Authority Contracting Officer and contractor will do an inspect ion for acceptance. 14.10 C all - Back Response : The contractor shall, if directed by the designated IVHA representative, respond to the site within (24) hours of being notified those corrections need to be made. 14.11 SCHEDULE OF THE WORK : 14.11.1 General: Within 5 days after execution of Contract, submit a detailed progress schedule indicating start and completion dates the project, together with significant dates which will affect the Owner's continued use of the site, such as dates of temporary utility cutoffs, major site work, and related items. The schedule shall reflect the following requirements: 14.11.2 Final Material Delivery Date: Indicate the date on which all materials and equipment for the project, or specific dwelling unit within the project, will b e assembled at the project material storage site, ready for incorporation into the project. The Work Schedule shall be subject to review and approval by the Local Authority before any work shall commenced. Based on the approved Schedule, the Local Authori ty shall endeavor to assure that the unit is available for work on the dates indicated in the Schedule. Some flexibility shall be allowed in the Schedule, however, to compensate for circumstances beyond the control of the Local Authority. The Local Author ity shall not be liable, however, for any claims by the Contractor for delays and/or damages resulting from such unforeseen circumstances which are beyond the control of the Local Authority. In the even t that the Contractor finds it necessary to modify the approved Work Schedule at any time during the duration of the work, he shall advise the Local Authority of his request change in writing at least ten (10) days prior to the date of the intended changes.
