The qualifications statement shall be no more than four (4) typed, single sided 8 1/2 " x 11" sheets in length. Anything in excess of this page limitation will not be read or considered. Resumes of proposed key personnel must be attached to the qualifications statement. Each resume shall be a maximum of two (2) single-sided 8 1/2 " x 11" sheets in length and should highlight education, professional credentials, and work performance on projects similar to that described below. The resume of the proposed project manager, as well as the resume(s) of proposed key technical staff must be included. Also included shall be a listing of work areas which the Consultant would subcontract out to other firms, the names of each sub-consultant, summarized on one (1) page, and the resumes of the sub-consultant's(s') project manager(s). This three-legged intersection is currently a stop-controlled intersection. CR 524 Spur is the through street and Tiltons Corner Road is controlled by a stop sign in the westbound direction. There are no crosswalks or sidewalks, and pedestrian activity is nominal. On-street parking is restricted along both CR 524 Spur (Atlantic Avenue) and Tiltons Corner Road. (See location map, Page 3). County Route 524 Spur is an east/west County rural major collector, providing a direct connection with N.J.S.H. Route 34 to the west and N.J.S.H. Route 35 to the east. The posted speed limit is 40 mph west of the intersection and 45 mph east of the intersection. In the vicinity of the intersection, it contains one travel lane in each direction. The approach legs of CR 524 Spur are relatively straight, but it has a curved alignment through the intersection. The roadway has an approximate 30-foot wide paved cartway east of the intersection and has an approximate 40-foot wide paved cartway west of the intersection. Tiltons Corner Road is an east/west local thru street, which is primarily residential, providing a direct link between CR 524 Spur and N.J.S.H. Route 35 to the east. The posted speed limit on Tiltons Corner Road is 35 mph. Tiltons Corner Road has a serpentine alignment and forms an acute angle at its intersection with CR 524 Spur. The roadway has an approximate 30-foot wide paved cartway. This project is being advanced as a result of the County's concerns regarding the traffic operations and safety at this intersection based on crash history, seasonal fluctuations of traffic volumes, and the difficulty of navigating the intersection and businesses during peak traffic hours. The intent of this project is to develop final construction documents and permitting for the intersection improvements at County Route 524 Spur and Tiltons Corner Road in Wall Township. The Consultant shall conduct an alternative analysis, evaluating a minimum of three options, including a traffic signal and a roundabout. The analysis shall compare how each alternative aligns with the project's purpose and need, and the Consultant shall provide a recommendation based on the findings. Once an alternative is approved, the Consultant shall begin preparation of preliminary and final construction documents. Lot 57 Block 799 is owned by Wall Township and is encumbered as Green Acres. Any alternative disturbing a portion of this lot will require a Green Acres Diversion. Interested Consultants and their sub-consultants should demonstrate extensive experience in the areas of traffic analysis, alternatives analysis, and design of roadway improvements including signals and roundabouts. The method of Contractor Selection has not been Determined at this time.
