As of June 4, 2025 this project was awarded to the following contractors with the total awarded amount of $318,313.66 Campbell Scientific, Inc - $66,010 Frost Solutions - $3000/Year Lead Creek Technologies LLC - $127,318.87 Vaisala, Inc. - $21,984.79 The Wisconsin Department of Transportation (WisDOT or DOT), through its Purchasing Unit (Purchasing), requests bids to establish contracts for the purchase of New Environmental Sensor Station Equipment, Warranty Maintenance, and Replacement Parts for both new units and the existing system. Questions Due by: April 11, 2025 2:00 p.m. CDT For further information regarding this RFB, contact: Dianai.Cleven@dot.wi.gov. 4/15/2025 Responses to Questions Posted to online., The Wisconsin Department of Transportation (WisDOT or DOT), through its Purchasing Unit (Purchasing), requests bids to establish contracts for the purchase of New Environmental Sensor Station Equipment, Warranty Maintenance, and Replacement Parts for both new units and the existing system. WisDOT intends to award multiple contracts for each line item listed on Attachment E Bid Price Sheet. If a Vendor is not submitting a cost for any line items(s), the Vendor must enter the reason their company cannot provide the item in column E of that line(s). The resulting contracts shall be governed by the attached Standard Terms and Conditions unless specifically modified in this Request for Bid document. Conditions of bid that include the word "must" or "shall," describe a mandatory requirement. WisDOT Purchasing Unit is the sole point of contact for the State of Wisconsin during the selection process. The person responsible for managing the procurement process is Diana I. Cleven Purchasing Agent Senior; dianai.cleven@dot.wi.gov. Contact with anyone else involved with this process without the prior authorization of WisDOT Purchasing may result in the disqualification of your bid. The Wisconsin Road Weather Information System (RWIS) is a system that collects road and weather condition information for the benefit of maintenance crews and traffic operations managers throughout the State. The system is capable of collecting wind speed, air temperature, pavement temperature, ground temperature, precipitation, and chemical content on the pavement. County road maintenance crews monitor weather and road conditions information and use this data to help maintain the road more efficiently and economically by reducing materials and servicing the road in a timely manner. Traffic operations managers use the data to aid in decision-making to ensure the smooth flow of traffic throughout the State. WisDOT RWIS consists of 75 OTT Hydromet sites with LCOM RPUs. Polling all is performed by DTN via cell modems owned by WisDOT. The Wisconsin RWIS is used by State, County, and Municipal personnel to monitor weather and pavement conditions. Data is gathered continuously at each RPU location. Data is downloaded via wireless modems owned by WisDOT. These downloads occur at predetermined intervals when the server polls its RPUs. Currently, this interval is 10 minutes during; however, this is subject to change In Wisconsin, the State maintains a unique relationship with the county highway departments. Under this arrangement, the 72 county highway departments (counties) are responsible for performing all maintenance activities on the State highway system. The counties perform all winter maintenance activities on the system. Unlike many agencies, there is no wide area network connecting the road maintainers with higher levels within the organization. The counties are essentially 72 independent suppliers performing maintenance activities. The RWIS must be designed with the county highway departments in mind. One single web site must be able to display data from any systems procured under this contract. The attached Standard Terms and Conditions shall govern this bid unless specifically modified in the Special Conditions of Bid. Conditions of bid that include the word "must" or "shall," describe a mandatory requirement. All specifications are defined as mandatory minimum requirements unless otherwise stated. If no bidder is able to comply with a given specification or condition of bid, Purchasing reserves the right to delete that specification or condition of bid. Failure to meet a mandatory requirement shall disqualify a Vendor's bid. WisDOT intends to utilize the results of this RFB to award contracts to all qualifying responsive responsible Vendors. Vendors should retain a copy of these bid documents and any addenda for your files. The RFB document and the awarded bidder's response shall become the contract unless a separate contract is executed. The initial term of this contract shall be three (3) years, with two (2) one-year renewal options by mutual consent. Any extension beyond the renewal options must be authorized by mutual agreement of the Contractor and WisDOT. As required by Wisconsin Statutes, continuance of a contract beyond the limits of funds available shall be contingent upon appropriation of the necessary funds and the termination of the contract by lack of appropriation shall be without penalty to WisDOT. WisDOT does not guarantee to purchase any specific quantity during each contract term. When WisDOT utilizes the renewal option(s), WisDOT will automatically renew the contract into its subsequent years unless Purchasing is notified, in writing, by the Contractor 90 calendar days prior to expiration of the initial and/or succeeding contract period(s). Liquidated Damages This shall be surety for fulfillment of the contract(s) including quality, performance and delivery within three (3) calendar weeks from order, excluding time for testing (if required), as well as estimated delivery calendar days as stated on Attachment D Bidder Response to Qualifications and Requirements and Attestation. Liquidated damages shall be enforced as follows: o 7 or less calendar days late (25% of the total order cost) o 8 or more calendar days late (50% of the total order cost) Liquidated damages shall be deducted from payments on the invoice covering the late shipments. Permitting the contractor to continue and finish delivery or any part of the order after the delivery deadlines shall in no way operate as a waiver on the part of the Department, Region or County of any of its rights under the contract. If the invoice is not of a sufficient amount to cover the liquidated damages on a particular shipment, the agency may bill the Supplier for the balance or may request cancellation of the invoice and a credit to cover the balance. 7/1/2025 Contract Start Date (estimated) All interested parties must contact Diana I.
