The required deposit shall be refunded to Bidders who submit a bona fide Bid and return paper Bidding Documents in good condition within ten (10) days after receipt of Bids. A Bidder receiving a Contract award may retain paper Bidding Documents, and the Bidder's deposit will be refunded. Additional sets or partial sets of Bidding Documents, including addenda, may be obtained for the actual cost of printing, shipping and handling, and will be non-refundable. Prime Bidders may also obtain Bidding Documents in electronic format through Southern Reprographics online for a non-refundable fee as pre-determined by level of access. The State reserves the right to schedule additional meetings. A bid security in the amount of 5% shall accompany each bid, if the bid is more than $50,000.00. Pursuant to Ark. Code Ann. 22-9-203, the State encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also given to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups. The State reserves the right to reject any or all bids and to waive any formalities.
