The City of Seattle is seeking qualifications for On-Call Geotechnical Engineering Services Seattle Public Utilities (SPU) Geotechnical Engineering is a group of geotechnical engineers and scientists who perform geotechnical engineering and environmental science services for City of Seattle Departments which include SPU, Seattle Department of Transportation (SDOT), Seattle City Light (SCL), and Seattle Parks & Recreation. Ongoing consultant assistance is required to meet project schedule requirements due to peak workload occurring from staff reductions, to fill in technical expertise gaps on projects, or to perform peer reviews of engineering services. Through this contract, SPU's Geotechnical Engineering group will be able to meet project goals and provide excellent service to internal City clients. Consultant team must include at least one Professional Engineer or Licensed Geologist, and at least one Licensed Hydrogeologist that are licensed in the State of Washington. The Consultant shall support SPU Geotechnical Engineering with the following tasks. Work shall be authorized under Work Assignments on an as needed basis and will include project specific deliverables and schedules. Task 1: Field Investigations, Laboratory Testing and Data Reduction Consultant shall coordinate and perform subsurface explorations, soil and hydrogeology testing at project sites. Nature and locations of explorations will be coordinated with SPU Geotechnical Engineering for drilling and/or excavation contractor services and for necessary permits (ie., Street use, traffic, SEPA and other environmental permits). Geotechnical field exploration types may include soil borings, cone penetration tests, rock core, sonic core, well installations, hand borings, and/or test pits. Geotechnical field testing may include standard penetration tests, direct cone penetration tests, Shelby tube sampling. Consultant shall verify that the exploration locations will not cause damage to underground utilities, collect samples taken during the exploration process, classify soil, and verify that the exploration contractor restores the site to an acceptable condition. Hydrogeology field tests may include aquifer/pumping and slug testing, and/or pilot infiltration tests. Specific to aquifer/pumping testing, the Consultant shall obtain necessary discharge permits, as needed, and shall verify that the testing locations and volume of water pumped will not cause damage to underground utilities or aboveground structures. Consultant shall verify that the exploration contractor restores the site to an acceptable condition. If groundwater monitoring wells are installed, Consultant shall develop the wells and take groundwater readings at specified intervals, as requested by SPU Geotechnical Engineering. Consultant shall arrange for proper disposal of drilling spoils and purge water. Field explorations may occur within the City of Seattle, or other properties owned by the City. Consultant shall perform laboratory testing on soil samples to characterize index properties and engineering properties of the soil, when requested by SPU Geotechnical Engineering. Consultant shall provide interpretation of the subsurface conditions in context of the project needs. Consultant shall interpret subsurface and laboratory data to determine hydraulic properties of subsurface materials in order to provide characterization of the aquifer/groundwater conditions. Consultant shall utilize specialized computer applications that are compatible with SPU Geotechnical Engineering applications to reduce data collected during field investigations, laboratory testing and field monitoring (i.e., Microsoft, Bentley, Rocscience, etc.). Deliverables will be identified per signed SPU Work Assignment, and will include: Subsurface exploration logs, field reports, data plots/reports. Laboratory test data, graphs with results and reports. Task 2: Analyses and Consultation Consultant shall perform geotechnical engineering, hydrogeology, and related consultations and studies. Services under this Task shall include but are not limited to: Gathering existing information, Participating in meetings, Performing technical evaluations and analysis, Providing professional opinion on nature of subsurface conditions, Providing professional recommendations necessary for the individual projects, Providing professional opinion on construction cost and risk related to geotechnical and hydrogeologic project elements, Providing peer review of geotechnical and engineering recommendations and analyses (Including, but not limited to, ground improvement, deep foundations, excavations and shoring, natural drainage, landslide analysis and mitigation, earthquake engineering, computational modelling, MSE walls, and rock engineering), Providing results of hydrogeology analyses, including computer modeling, Providing hydrogeologic recommendations necessary for the individual projects, Performing review of plans and specifications specific to dewatering systems, Providing professional opinion on groundwater regime in the project area, Providing peer review of hydrogeology recommendations and analyses (Including, but not limited to, dewatering and drainage, stormwater management, design of shallow infiltration facilities or deep underground injection wells, permanent groundwater control systems). Deliverables will be identified per signed SPU Work Assignment, and will include: Attending project meetings in support of SPU Geotechnical Engineering, Performing technical evaluations and analyses, and reviewing plans and specifications, Provide peer review of work products by and for SPU Geotechnical Engineering, and Reports/memoranda/email, where the consultant will assume geotechnical professional engineer and/or licensed hydrogeologist responsibilities. Task 3: Construction Observation and Inspection Services Consultant shall perform Geotechnical Engineering and Hydrogeology observations and special inspections during construction. Services under this Task shall include but not be limited to: Pile and ground anchor installation, testing and verification; Foundation bearing verification; Backfill and compaction testing and verification; Ground improvement verification; Temporary and permanent erosion and sedimentation control inspection; Infiltration and drainage elements; Review of dewatering systems designs and specifications proposed for construction; Other construction-related activities such as site meetings and reporting. The Consultant shall provide field reports, review of construction activities, and field-engineering and -hydrogeology recommendations for construction issues. The contract duration is expected to be three (3) years from contract execution, with the option to extend it up to an additional two (2) years, for a total of five (5) years. Work assignments will be developed over the course of the contract with varying dates for milestones and deliverables depending on the scope. Pre-Bid Meeting: The City offers an optional pre-submittal conference at the time, date and location on the Timeline. Respondents are highly encouraged to attend but not required to attend to be eligible to submit their qualifications. The meeting answers questions about the solicitation and clarifies issues. This also allows Respondents to raise concerns. Failure to raise concerns over any issues at this opportunity will be a consideration in any protest filed regarding such items known as of this pre-submittal conference.
