The Seattle Public Library ("Library" or "Owner") seeks to contract with a parking management firm ("Vendor" or "Operator") to provide parking management services at the Central Library location in downtown Seattle. The services provided by the Operator will include, but are not limited to, the services described below: Day-to-day garage operations for either staffed, semi-automated or fully automated services. Vendor staffing to be flexible enough to accommodate special events, sometimes on short notice. Customer service. Contracting for various services and administration of: security services for both semi and fully automated services and the following other services that include but are not limited to, parking equipment maintenance (including the physical equipment, the payment system and the technological systems required to operate both), signage, painting, lighting (re-lamping) and garage cleaning such as sweeping, degreasing, removing snow, water or debris from the facility. Maintaining a reliable cellular internet connection to ensure functionality of the parking equipment and payment system. Financial management, operation analysis and reporting. The Coordinator is: Name: Jay Donahue E-mail both Jay.Donahue@spl.org and Buyer.Bids@spl.org With this solicitation, the Library intends to award one contract and does not anticipate award to multiple companies. Regardless, the Library reserves the right to make multiple or partial awards The following are minimum qualifications and licensing requirements that the Operator must meet in order to be eligible to submit a RFP response. Responses must clearly show compliance to these minimum qualifications. Those that are not clearly responsive to these minimum qualifications shall be rejected by the Library without further consideration. Proposers must have a minimum of five (5) years continuous experience in the following areas: Operation of at least three garages similar in size, character, scope and quality to Seattle Public Library (i.e. similarly sized garages in a civic center context providing monthly parking services). Providing market parking rate information and rate setting advice in an urban environment similar to downtown Seattle. Providing budgeting and forecasting for at least three garages with $365,000.00 in net revenue. Contract Term: This contract shall be for three (3) years, with two one-year extensions allowed at the option of the Library. Such extensions shall be automatic, and shall go into effect without written confirmation, unless the Library provides advance notice of the intention to not renew. The Vendor may also provide a notice to not extend but must provide such notice at least 180 days prior to the otherwise automatic renewal date. Notwithstanding the foregoing, this Agreement may be terminated by the Library, without cause, upon at least sixty (60) days prior written notice. Contractor may terminate this agreement upon at least one hundred eighty (180) days prior written notice to the Library. Vendor Usage Reports: The Library may request that the Vendor provide reports of purchases made by the Library during the contract term. Within 10 business days of a request, the Vendor will supply the Library a report in the requested format. The report must be clearly titled (Company name, contact information, dates of report period). The Vendor will provide, upon a request by the Library, information sorted according to the Library request, which may include invoice specific detail or summary detail, by item name, by the user name (the department customer placing the order), by Library Department, and date or order. Trial Period and Right to Award to Next Low Vendor: A ninety (90) day trial period shall apply to contract(s) awarded as a result of this solicitation. During the trial period, the vendor(s) must perform in accordance with all terms and conditions of the contract. Failure to perform during this trial period may result in the immediate cancellation of the contract. In the event of dispute or discrepancy as to the acceptability of product or service, the Library's decision shall prevail. The Library agrees to pay only for authorized services received up to the date of termination. If the contract is terminated within the trial period, the Library reserves the option to award the contract to the next low responsive Vendor by mutual agreement with such Vendor. Any new award will be for the remainder of the contract and will also be subject to this trial period.
