Each bid shall be accompanied by a bid bond or certified cashiers check, in favor ofLackawanna County, in an amount not less than ten percent (10%). Bidders must submit with their bids all forms listed in theAttachments to Plans and Specifications. Prevailing wages established under the Davis-Bacon Act will apply to this contract.The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination inhiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residentsand businesses, and related matters. Bidders who have been contacted and to whom commitments have been made mustsubmit documentary evidence of minority and women business enterprises and Section 3 business concerns. Documentationof such solicitations and commitments shall be submitted concurrently with the bid. Lackawanna County reserves the right toreject any or all bids or to waive any informalities in the bidding. No bid may be withdrawn for a period of 60 days.
