Project will provide Beaufort County with engineer's reports on the current conditions of the marine assets owned by the County. These inspections will report on the conditions of, but will not be limited to, upland structures and facilities, parking, ADA compliance, waterfront structures including boat ramps, barding piers, floating docks and fishing piers. Inspections to include above the waterline and below the waterline examinations. Reports to include engineer's estimates for work at each facility based on a scale of urgency. Inspections to follow the applicable standards of the ASCE Manual of Practice for Waterfront Facilities Inspections and Assessments, FHWA NBIS, or others as applicable. Background Beaufort County owns approximately 30 public marine assets, from boat landings to fishing piers, that are in need of periodic inspection. The intent of this project is to provide a current baseline condition assessment of these assets and to establish a practical inspection schedule for subsequent condition assessments. The marine assets of Beaufort County provide an important resource for access to bodies of water for both recreational and commercial purposes. For some residents, use of these facilities provides the only means of access to the mainland from the isolated islands they live on. Safety of the public is the number one priority for Beaufort County and these assessments will help prioritize maintenance, repairs and replacement of aging marine infrastructure. Scope of Work Inspection of all County marine assets, identified herein, to determine baseline condition. Above and below water inspections are to be included per applicable standards. Inspections per applicable standards including ASCE Manual of Practice for Waterfront Facilities Inspections and Assessment, FHWA NBIS, or others as applicable. Report of inspection findings and recommendations. Separate reports will be required for each asset. Development of recurring inspection schedule based upon structure condition and standards. Schedule should extend at least 5 years. If inspections show the need for repairs, then pricing and scope for remediation should be provided. Construction cost estimate for repairs should be included in the report. If major rehabilitation, replacement, or repairs requiring engineering design or permitting are found to be required, those services will be procured separately. Include inspections for seawalls, culverts, or other marine structures if requested Contract will be for a 3-year initial term with additional 1-year renewals up to 5-years. Initial inspections and reports shall be completed withing 6 months of NTP. All subsequent planned inspections, should be performed at intervals identified in the baseline 5-year inspection schedule and schedule updated accordingly. Post event inspections will be required when deemed necessary by selected consultant and County.
