Bowker Road Rehabilitation, by grinding existing AC pavement, 1-inch asphalt concrete leveling course, crack sealing, a Geosynthetic Pavement Interlayer, top with a 2-inch of Asphalt Concrete overlay, digouts with 4.5-inch of Asphalt Concrete over 18-inches of Class 2 Aggregate Base, header cut grinding, paint striping and signage, construction area signage and all provisions and work in conformance with the Standard Plans and Specifications and these Special Provisions and the project plans as directed by the Engineer shall be provided, performed, placed, constructed and/or installed. However, at the time the contract is awarded, the contractor shall be properly licensed in accordance with the laws of the State of California. The first payment for work or material under any contract shall not be made unless and until the Registrar of Contractors verifies to the agency that the records of the Contractors' State License Board indicate that the contractor was properly licensed at the time other contract was awarded. Any bidder or contractor not so licensed shall be subject to all legal penalties imposed by law, including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board.
