Under no circumstances shall City of Winter Park be responsible for untimely submissions, late deliveries, or delayed responses. The City of Winter Park is seeking bids for Traffic Signal Maintenance, Restoration, and Modifications and is open to all parties that meet the requirements of this solicitation The City of Winter Park is seeking competitive bids for a traffic signal installation and maintenance contractor to support the Public Works & Transportation Department in the maintenance, restoration, and modification of traffic control devices and any/all equipment involved with the operation of such devices. The Contractor shall provide emergency and after-hour repair services on an on-call basis for traffic lights, caution lights, school flashers, and roadway safety lighting. All work described in this contract shall be performed on an as-needed basis. Question Submission Deadline:May 9, 2025, 10:00am The Contractor certifies that it is a full-time, specialized contractor in the State of Florida, is pre-qualified by the Florida Department of Transportation to perform said work, has the capability and expertise to install and maintain traffic signal devices as well as all traffic signal equipment and components to maintain said traffic signal devices in working order as required by FDOT. Employees/sub-contractors working on the signals shall have appropriate Traffic Signal Certifications such as International Municipal Signal Association Traffic Signal Certification Level II (IMSA). The City's Public Works & Transportation Director or their designated representative must authorize any and all timing changes on the City's traffic signals. If it becomes necessary to install a temporary controller due to a traffic signal which changes the timing or sequence, or any other special feature of a traffic signal, the Public Works & Transportation Director or their designated representative shall be notified in writing stating the reason for the change, the nature of the change and the approximate date the traffic signal shall be returned to normal service. The Director or their designated representative shall also be notified in writing within a reasonable time when the original equipment has been repaired and replaced. Whenever the Director determines a condition that warrants the modification of timing or dial settings on traffic control systems, the Director shall advise the Contractor of such changes and the Contractor shall keep timing and dial setting in accordance with the Director's instructions at all times. In the event of any emergency, if the Director is unavailable, the Contractor shall make such time changes as are necessary.
