Tulsa County Parks is seeking proposals for LED sports lighting for new fields 9 and 10 as part of the O'Brien Park ongoing improvements project. The proposal is to be inclusive of materials and installation. Bids over $50,000.00 shall be accompanied by a certified check, cashier's check or bid bond approved by the County in an amount of not less than five percent (5%) of the amount of the bid as a guarantee that, if awarded the contract, the bidder will enter into a contract with the Board of County Commissioners of Tulsa County for the execution of the above-state work, and in the event of failure to do so, there shall be paid to the County the sum of five percent (5%) of said bid as liquidated damages. The bid bond must have duly executed Power of Attorney attached to show the individual signing the bond has been granted the authority by the Surety. All questions and substitution requests for this bid must be directed via email to the Tulsa County Procurement Department at bidquestions@tulsacounty.org no later than 5:00 PM CST May 30, 2025. Please be sure to include the solicitation name in the subject line or email body. This project should meet all the performance specifications attached hereto and made a part of the package, and use the provided contract documents as the basis of proposal. O'Brien Park is currently undergoing a substantial renovation of Fields 9 and 10. Prior to beginning to renovation, the existing athletic light standards were removed and staged in a parking location immediately northeast of Fields 9 and 10. These were left onsite for review and consideration by respondents for their suitability for re-use - if able. Respondents are to provide in their proposals drafted design and construction specifics, including sufficient pole and fixture counts to meet the performance criteria below. Also attached is a listing of the criteria that Owner will use in evaluating proposals received to determine the successful respondent. III: PROJECT SPECIFICATIONS 1. Light levels: 50 foot-candles infield/30 foot-candles outfield, measured per latest IESNA Sports and Recreational Area Lighting standards. Illumination levels shall not drop below desired target values. 2. Correlated Color Temperature (CCT): 5700K. 3. Pole foundations: Must comply with AASHTO Standards and be designed by a licensed professional engineer as recognized by the State of Oklahoma. This is to be a delegated design, with full submittal data provided prior to installation and/or procurement. 4. Software/Control requirements: Wireless controls, including the following features: o Power: off/on from o Scheduling ability o Monitoring of system performance. 5. Electrical needs: The desired vendor will be responsible for the poles, masts, light fixtures, power and wiring - from a location within 5'-0" of each. Power and conduits from source to within a 5'-0" radius will be provided by others (electrical subcontractor currently onsite performing the renovation for the Construction Manager). Turnkey installation by this respondent shall include connection to and extension of the power to the remote ballast cabinets and each fixture. Location and service size are contracted as per the construction documents provided. Ballast cabinets should be pole-mounted and not lower than 10 feet above finished grade level. 6. Additional: Fixtures would meet DLC (Design Lights Consortium) standards/program. 7. Warranty: A minimum of 10 years covering materials and labor is required. The Tulsa County Board of County Commissioners reserves the right to reject any and all bids and to waive informalities or minor irregularities in any bid.
