The Housing Authority of the City of Bellingham (BHA) is seeking a qualified firm to complete comprehensive assessments of existing conditions across five (5) affordable housing communities totaling 215 residential units. The selected firm will conduct property condition assessments, and comprehensive inspections that may include both non-invasive and/or destructive testing, as deemed necessary or requested by the owner. The purpose of this assessment is to identify capital needs or system deficiencies, then work with BHA to establish a rehabilitation plan that includes cost estimates and sequencing strategies. All buildings included in the scope of work were originally constructed between 2006-2010. The selected firm will contract directly with BHA, an independent public body corporate and politic. All project activities will be conducted in accordance with Public Works requirements found in RCW 39.04. BHA intends to move this project forward as expeditiously as possible, and preference will be given to firms who can commit necessary resources for initiating project activities without significant delay. Interested parties are responsible for assuring receipt and review of all addenda issued. All such addenda shall become part of the RFQ documents, and all submitters shall be bound by such addenda, whether or not received.
