Site work and paving for a mixed-use development in Holmdel, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The scope of Work contemplated for the above named Project includes full depth asphalt pavement construction, asphalt pavement milling and resurfacing, construction of concrete curb and sidewalk including ADA-compliant pedestrian ramps, traffic signal installation and modifications, drainage construction and modifications, traffic signing and striping, as well as all other Work of any type or description necessary for completion of the Project, whether or not specifically described in these Contract Documents. The Work contemplated under this Contract shall be completed within One hundred ninety-six (196) calendar days from Notice to Proceed. Additionally, all work contemplated under this Contract, with the exception of the installation of the above ground permanent traffic signal equipment and permanent traffic signal turn on, shall be completed within Seventy-Two (72) calendar days from Notice to Proceed. The Contractor shall commence the work on Thursday, June 19, 2025, and be completed no later than Friday August 29, 2025, above ground permanent signal equipment and permanent signal turn on excepted. Contract Documents and Plans for the proposed Work, which have been prepared by Edward Herrman, P.E.,C.M.E., C.F.M., of the firm of T&M Associates, will be made available electronically or at the office of said engineer at 11Tindall Road, Middletown, New Jersey 07748. Interested Bidders must send an e-mail request to psirico@tandmassociates.com. Bidders will be provided with a link to obtain the documents after receipt of proper notice and payment of a non-refundable charge of Twenty-Five Dollars ($25.00) payable to "T&M Associates" to defray the cost thereof. The provided Bid Packet must be completed in the manner designated in the Contract Documents, must be enclosed in a sealed envelope bearing the name and address of the Bidder and the name of the Project on the outside and must be addressed to BARBARA KOVELESKY, QPA. Also, Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of "Township of Holmdel" for not less than ten percent (10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project is required. The award of the Contract for this Project will not be made unless and until the necessary funds have been provided by the Township of Holmdel in a lawful manner and concurrence of award by the New Jersey Department of Transportation (NJDOT). Please be advised that this Project is being partially funded through NJDOT Local Aid. By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this Project. The successful Bidder shall be required to comply with the applicable statutory requirements of the Contract Documents and Plans which include all of the following: (i) N.J.A.C. 17:27;(ii) N.J.S.A. 10:5-31 et seq.; (iii) Business Registrations (N.J.S.A. 52:32- 44); (iv) Prevailing Wage Act (N.J.S.A. 34:11-56.25,et seq.); (v) Public Work Contractor Registration (N.J.S.A. 34:11-56.48); and (vi) Affirmative Action Requirements (N.J.S.A.10:5-1, et seq.); and any other legal requirements applicable to this Project. The Township of Holmdel intends to award this Project to the lowest responsible and responsive Bidder in accordance with applicable law. The Township of Holmdel reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made, or Bid Packets will be rejected, within sixty (60) Calendar Days after the opening of the Bid Packets.
