2025 McDowell Dam Playground :- The Board of Park Commissioners of the Bismarck Parks and Recreation District will receive sealed bids for play equipment, installation, surfacing and concrete work at McDowell Dam in Bismarck, North Dakota. These detailed specifications apply to all work required to complete the playground including installation of the playground and playground surfacing, sidewalk, curbing, site grading, base material, topsoil, finish grading and seeding of all disturbed areas as described below and on the attached plans for the McDowell Dam playground, located at 1951 93rd St. NE in Bismarck, North Dakota. Work must be completed on or before September 12, 2025 The Board of Park Commissioners of the Bismarck Parks and Recreation District reserves the right to hold all bids for a period of thirty (30) days after the date fixed for the opening thereof and to reject any or all bids and to waive irregularities whenever it is for the best interest of the District. DEMOLITION Contractor will be expected to prepare the areas for the Playground, Playground Surfacing, and proposed sidewalks, including excavation for the playground. A. Contractor shall be responsible for disposal of materials in an appropriate manner. B. Contractor will be responsible to repair any damage to the existing parking lot caused during construction. Concrete 1. Fill a) Shall be suitable for compaction and placement under concrete paths and slabs. Material shall be sandy, graded and compactible material. Free of lumps larger than 3 inches, rocks larger than 2 inches, organics and debris. b) Placed fill material shall be compacted to 95 percent of maximum dry density. c) Fill material shall be incidental to the project. 2. Aggregate Base a) Coarse Aggregate Type Class 5: course aggregate, conforming to State of North Dakota Highway Department standard specification 816.02. b) Place Aggregate at a total compacted thickness of 4". Compact to 95 percent of maximum dry density. 3. Concrete a) Concrete Mix Design (1) Compressive Strength at 28 days: 3,500 psi (2) Fly Ash Content: Maximum 15 percent of cementitious materials by weight. (3) Water-Cement Ratio: Maximum 45 percent by weight. (4) Maximum Slump: 4 inches. (5) Total Air Content: 5 to 8 percent. (6) Testing shall be performed to verify strength. Owner shall receive copies of the test results at 7, 14 and 28 days. One sample will be required for the project. Testing shall be incidental to concrete cost. b) Placement, see plan (1) Sidewalk, Sidewalk with integral curb (a) Unreinforced 4-inch thick. (b) Install over compacted aggregate base, incidental to concrete. (c) Expansions joints, at ends and every 80, as necessary. (d) Use of curing compounds on sidewalk is acceptable. (e) Contractor has the option to either install an integral curb with sidewalk in the area indicated on the plan or install curb and gutter with sidewalk adjacent. The cost for integral curb with sidewalk shall be incorporated into the bid, a separate bid item will not be listed. (2) Playground Curb & Gutter (a) Install over compacted aggregate base, incidental to concrete. (b) Gutter shall be flush with adjacent sidewalk. (c) If placed next to sidewalk grade gutter to match sidewalk. (3) Curb Cut - quantity of 2 (a) Curb cuts at playground as specified on drawing (b) 6" thick, reinforced w/ #4 bar 18" O.C. (c) Roughly 6' wide and 42" deep (d) Beveled concrete at 30-degree angle Playground Installation 1. All play equipment, components, and installation to comply with ASTM 1487-11, as well as all other components or aspects of the playground where applicable. Play equipment represented as complying with ASTM 1487-11 consumer safety performance specification shall meet all applicable requirements specified in the standard. 2. Supplier shall provide essential records as necessary to document any claim that the requirements of 1487-11 have been met. Third Party Certification documents (i.e.IPEMA) are suitable documentation of play equipment component compliance with applicable standards and shall be submitted with bid. 3. Maximum fall height of any proposed playground component must not exceed the critical height of proposed play surfacing. 4. McDowell Dam play area will be designed in a similar layout as shown on drawing including a minimum distance of 24" from the exterior border of any use zone to the proposed curb or sidewalk. The playground will be designed to include the following: a) One fully accessible composite structure for 2-12 year olds, with a boat theme, including, but not limited to, the following: i) 5" O.D. posts ii) A minimum of one slide. iii) A minimum of one climber attached to the structure and one free standing climber. iv) A minimum of five play panels, with at least three boat themed on deck and two at groundlevel. v) A combination of decks to be comparable to attached drawing in size and scope. vi) A ground-level steering wheel. vii) One transfer station or accessible climber with transfer capabilities. viii) Two boat themed roofs or overhead elements. ix) Must be equal to or comparable to attached drawing in size and scope but need not be exact in design. b) Swings: One (1) 2-bay 5"O.D. swing set with two multiple-occupancy swings. c) Surfacing: i) Engineered Wood Fiber (a) Vendor will provide engineered wood fiber for surfacing material and shall be provided at an installed (uncompacted) depth of 18" for the entire playground area as shown on the drawing and within the planned playground border (curb) as shown. Playground border must be a minimum of 24" beyond all use zones. (b) EWF must comply with ASTM 2075 standard d) Playground Rules Sign: i) Playground Safety Rules Sign with two 3.5" OD posts and custom artwork. Artwork provided by Owner in pdf format. 6. Examples of acceptable equipment are: Burke Nucleus, Miracle Kid's Choice, Landscape Structures PlayBooster, GameTime PowerScape, Little Tikes KidBuilders and Playcraft Round-5. Refer to detailed specifications regarding the acceptable system for each site from the above manufacturers. 7. Vendor/Installer will accept delivery and store all materials until time of installation. Contractor is responsible for the play equipment until project completion. 8. Location of all buried utilities, both public and private, will be the responsibility of the installer. All costs associated with locates and any repairs to damaged utilities (public or private) caused by installation, will be the responsibility of the installer. 9. Contractor will be liable for and responsible for repair of any and all damages caused by contractor/vendor to Bismarck Parks and Recreation District Properties. Contractor/Vendor is responsible for noting and reporting any pre-existing damage prior to work commencing. All costs associated with restoring properties to a mutually agreed to satisfactory state will be responsibility of contractor. BPRD reserves right to withhold payment for work until repairs are complete. 10. Contractor shall supply and install playground equipment. Installation of equipment will strictly comply with manufacturer's instructions and comply with applicable sections of ASTM 1487-11. Site Furnishings 1. Benches a) 6' Recycled Plastic Lumber Benches - quantity of 2 b) Surface Mount c) Metal Finish: Powder Coat, Black d) Recycled Plastic Lumber: Cedar Color e) Install per manufacturer's recommendations. f) Examples of acceptable products: o Dumor Inc, 88-60PL, S-2 o Ultra-Site, 982-CDR36-surface mt o Or Equal
