The Director of Public Works reserves the right to refuse to issue Plans, Specifications and Proposals to any person, firm, or corporation that he considers to be unqualified. The right to waive any irregularity and to reject any or all bids is reserved to the President and Board of Trustees of the Village of Morton Grove. All contracts for the construction of Public Works are subject to the Illinois Prevailing Wage Act (820 ILCS, 130/1 et seq.). General questions regarding the Contract Documents should be directed to Mr. Kevin Lochner, Plans and Utilities Supervisor, Public Works Department, via fax to (847) 965- 9511. Question Deadline 04/29/2025 All detailed questions concerning the actual bid specifications should be forwarded in writing via fax no less than five business days prior to the scheduled bid opening date. The proposed improvement is officially known as the Village ofMorton Grove 2025 SEWER LINING PROGRAM. This project will be financed by Village of Morton Grove funds. The Work included in this Contract shall consist of furnishing all the materials, labor, equipment and incidentals required for sewer lining 8,503 feet of 8" sanitary sewer, 1,869 feet of 10" sanitary sewer, 277 Service Laterals, and 8 Protruding Taps all other incidental work necessary to complete this improvement according to the Contract Documents. All Proposals must be accompanied by a proposal guaranty in a minimum amount of 5% of the bid amount as provided in the General Provisions and, where applicable, in BLRS Recurring Special Provision for "Bidding Requirements and Conditions for Contract Proposals" contained in the IDOT Supplemental Specifications and Recurring Special Provisions, adopted January 1, 2025. Work shall begin and shall be completed as specified in the Special Provisions. Time is ofthe essence to the contract. Should the Contractor fail to complete the work within the working days stipulated in the contract or on or before the completion date stipulated in the contract or within such extended time as may have been allowed, the Contractor shall be liable and pay to the Village the amount of $300 per calendar day, not as a penalty but as liquidated damages, for each day of overrun in the contract time or such extended time as may have been allowed. The liquidated damages for failure to complete the contract on time are approximate, due to the impracticality of calculating and proving actual delay costs. This schedule of deductions establishes the cost of delay to account for administration, engineering, inspection, and supervision during periods of extended and delayed performance. The costs of delay represented by this schedule are understood to be fair and reasonable estimate ofthe costs that will be borne by the Village during extended and delayed performance by the Contractor of the work, remaining incidental work, correction of work improperly completed, or repair of work damaged as a result of the Contractor. The liquidated damage amount specified will accrue and be assessed until final completion ofthe total physical work ofthe contract even though the work may be substantially complete. The Village will deduct these liquidated damages from any monies due or to become due to the Contractor from the Village. When a completion date is specified, the daily charge will be made for every day shown on the calendar beyond the specified completion date.
