Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; for outdoor lighting for a bridge / tunnel; sidewalk / parking lot; road / highway; road / highway; and water / sewer project.

The proposed scope of work for this project includes constructing two segments of ten foot (10') wide trail consisting of Portland Cement Concrete pavement and measuring approximately 143 and 780 linear feet, that lead up to a bridge structure. The bridge structure measures approximately 1,000 linear feet spanning Middle Road and adjacent properties. The bridge consists of four units including a butterfly arch bridge utilizing a built-up steel box arch rib, steel hangers, and a longitudinally post-tensioned concrete precast panel deck floor system supported on aesthetic concrete arch supports founded on steel piling. Additionally, the bridge includes three approach units consisting of cast-in-place concrete deck on built-up steel plate girders supported by aesthetic hammerhead piers and stub abutments founded on steel piling. Electrical work consists of new bridge decorative lighting, trail lighting, and associated lighting controls and circuiting, providing all electrical materials except for those items specifically called as by the City of Bettendorf on the Plans. Associated earthen grading, sidewalk pavement, storm sewer installation, segmental block retaining wall design and installation, seeding, sodding, erosion control, and land and hardscape work are included. One bid alternate item is included for color-changing aesthetic lighting on the bridge railings. All work on this contract shall commence no later than July 14, 2025 and be substantially completed by November 30, 2026. Final seeding completion date shall be April 15, 2027. The beginning and completion dates will be included in and made part of the contract between the successful bidder and the City. Liquidated damages in the amount of One-Thousand Five-Hundred Dollars and no/100 ($1,500.00) per calendar day shall be charged for every day past the substantial completion date. Each proposal must be accompanied by a certified or cashier's check drawn on an Iowa bank or a bank chartered under the laws of the United States or by a Bid Bond with corporate surety satisfactory to the City of Bettendorf in the amount of ten (10) percent of the bid, made payable to the City Treasurer of the City of Bettendorf, Iowa, and may be cashed or claim made against the bond by the Treasurer of the City of Bettendorf, Iowa, as liquidated damages in the event the successful bidder fails to enter into a contract within ten (10) days and post bond satisfactory to the City for the faithful performance of the work. Checks or Bid Bonds of the three lowest bidders may be retained for a period of not to exceed thirty (30) days or until a contract is awarded or rejection is made, whichever is sooner. Other checks and Bid Bonds will be returned after the tabulation of the bids is completed. The successful bidder will be required to furnish a performance and maintenance bond equal to One Hundred Percent (100%) of the contract price. Said bond is to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and shall also guarantee the maintenance of the improvement for a period of four (4) years from and after its completion and acceptance by the City. The City reserves the right to reject any or all proposals and to waive technicalities and irregularities if deemed necessary and approved by City Council. The City will accept questions for the plans up to 12:00 p.m. on Monday May 29th , 2025, with all modifications and addenda to be returned to bidders by close of business Thursday May 23rd , 2025, and will not accept requests outside of the schedule identified previously.
