The following is a list of tasks that are intended to be the responsibility of the Contractor pursuant to this Request for Proposals ("Scope of Work "). The selected consultant is anticipated to perform the following scope of work Initial Study, followed by a recommendation of the type of Environmental Document most suitable for the Project pursuant to the requirements of CEQA, including any streamlining options available; AB 52 consultation including individual consultation meetings with interested Native American Tribes, in close coordination with the USACE; Coordinate CEQA documentation with NEPA documents prepared in parallel by USACE; Administer all required noticing pursuant to CEQA and circulate and document all CEQA notices; Conduct a preliminary visual survey of the Project site and adjacent area; Compile and review previous survey material and existing data and documentation; Study Project proposals and plans; Assess whether the Project would have any impacts; Recommend mitigation measures if impacts are identified; Write applicable environmental documents (including administrative draft for Agency staff review) based on project area of effects; Coordinate and facilitate two scoping meetings (if required for an EIR); Attend up to three public meetings (public outreach events, Agency Board meetings, etc.); Complete any necessary follow up CEQA procedural requirements after permit processing and approval of the Project. 2.2. Technical Specifications Area of Study It is anticipated that the Environmental Document will address the following areas of interest: Air Quality, including analysis of construction, operations, and construction related hauling Cultural Resources and Tribal Cultural Resources Geology and soil morphology Greenhouse Gas Emissions Hazardous Materials Hydrology and Water Quality Noise Public services and public safety Transportation and circulation Utilities Land use impacts Impacts to plants, fish, and wildlife Other (as needed) 2.3. Equipment and Supplies The Contractor shall furnish all tools, materials, supplies, and equipment to perform the tasks outlined in the Scope of Work. 2.4. Work Products Public scoping meeting(s), if determined necessary; Notice of Preparation and documentation, if determined necessary; Draft Environmental Documents analyzing the proposed project; Notice of Availability; Final Environmental Documents based on final project; Necessary CEQA environmental documents for adoption by WSAFCA Board including findings of fact and statement of overriding considerations if applicable; All necessary follow up documentation after adoption; Meeting attendance (periodic meetings with staff and anticipated meetings before governing bodies); Other documentation required by CEQA On Call Field Personnel WSAFCA anticipates some level of qualified field support during project design, primarily biological monitoring and cultural resource support. The quantity (hours) of support needed is unknown. The field staff must meet the profession's qualifications and USACE requirements for levee improvement projects, e.g. USF&W certified biologists (GGS) and archeologists with MA/MS degrees. The Cost Proposal should include the fully burdened hourly rate for this support. 2.5. Term of Contract The initial term of the Contract is at the Agency's discretion and may be up to 3 years. The Agency reserves the right to extend the Contract for up to 3 additional 1-year terms (individually, "Extension") upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 6 years upon the same terms and conditions as parties agreed in the Contract. Notwithstanding the foregoing, the Agency is not obligated to extend the Contract for any amount of time. If there is outstanding work within the Scope of Work at the end of the term of the Contract and the Agency requires time to solicit for and secure an alternative contractor, Contractor shall continue to provide the services within the Scope of Work on a month-to-month basis, not to exceed six (6) months, at the same cost, terms, and conditions in effect at the termination of the Contract. The Agency shall give Contractor at least thirty (30) days written notice of such a need and the anticipated timeline to secure an alternative contractor.
