Question Deadline 05/16/2025 at 5:00 PM PT A Proposer may submit Questions related to this RFP to the City through the City's e-Procurement Portal The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide providing consulting services to assist the City with preparation and submittal of its 5-year Consolidated Plan (FY2026-2030) and Annual Action Plan (FY2026) pursuant to 24 CFR Part 91, per the IDIS Consolidated Plan Template and update the City's Citizen Participation Plan in order to meet the regulatory requirements of the U.S Department of Housing and Urban Development (HUD). More details on the City's needs for this work are provided in the Scope of Work. Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor." The following is a list of tasks that are intended to be the responsibility of the Consultant pursuant to this Request for Proposals ("Scope of Work "). 1. Project Management and Coordination The Consultant will serve as the project manager and will be responsible for overseeing the preparation of the Consolidated Plan, the Annual Action Plan, and the Citizen Participation Plan. The Consultant will manage all tasks related to the project, ensuring that all deliverables are submitted on time and in accordance with the U.S Department of Housing and Urban Development (HUD) requirements. The Consultant will communicate regularly with City staff to ensure progress is being made and any issues are addressed in a timely manner. 2. Preparation of the Consolidated Plan The Consultant will lead the effort in preparing the 5-Year Consolidated Plan in accordance with the requirements outlined in 24 CFR Part 91, which includes addressing all applicable federal regulations related to housing and non-housing needs, including 25 CFR Part 570. The Consultant will ensure that the plan reflects the City's priorities, local needs, and strategies for CDBG funding and other federal resources. The Consultant will assist the City with the integration of the plan into HUD's Intergrated Disbursement and Information System (IDIS) and will ensure that the final plan is formatted according to HUD's requirements. The Consultant will analyze data, conduct needs assessments, and help prepare the necessary tables and narratives for the Consolidated Plan. 3. Preparation of the Annual Action Plan The Consultant will prepare the 2026 Annual Action Plan, in alignment with the 5-Year Consolidated Plan, to detail the City's specific strategies and funding allocations for the year. 4. Citizen Participation Plan The Consultant will assist in updating the Citizen Participation Plan, if necessary, to ensure compliance with HUD's regulations and reflect the City's process for soliciting public input and participation. The Consultant will assist with developing and executing public outreach strategies to ensure active citizen involvement throughout the planning process. 5. Data Collection and Analysis The Consultant will work with City staff to collect and analyze the necessary data related to housing needs, non-housing community development needs, market conditions, and other relevant local information. The Consultant will ensure that all required data is included in the plan and that the plans are supported by reliable and up-to-date information. 6. Public Engagement and Workshops The Consultant will assist the City in organizing and facilitating public hearings, workshops, and other forms of community outreach to engage residents, public agencies, and stakeholders in the planning process. The Consultant will prepare for and conduct 3 focus groups (virtually or in-person) targeting low-income persons, persons with special needs and the unhoused population. The Consultant will prepare public hearing notices, press releases, and other necessary public notices in accordance with HUD requirements. The Consultant will attend at least two (2) public hearings and additional workshops or meetings as necessary to gather public input and present draft plans to the public. 7. Coordination with Other Agencies The Consultant will assist the City in coordinating with other local, regional, and state agencies, including public housing authorities, non-profit organizations, and other stakeholders, to solicit input for the Consolidated Plan and Annual Action Plan. The Consultant will also assist in ensuring that feedback from these agencies is incorporated into the final documents. 8. HUD Submission and Compliance The Consultant will assist the City in submitting the Consolidated Plan and Annual Action Plan to HUD using IDIS ensuring that all requirements are met. The Consultant will provide assistance with any revisions or corrections requested by HUD during the review process. The Consultant will also be available to troubleshoot any issues related to the submission process, particularly with HUD's IDIS. 9. Final Deliverables The Consultant will deliver the final versions of the 5-Year Consolidated Plan, the 2026 Annual Action Plan, and any updates to the Citizen Participation Plan. All documents will be delivered in the format required by HUD and in accordance with the City's internal procedures for submission. The Consultant will provide a summary of the public participation process and any changes made to the draft plans in response to public and agency comments. 2.2. Technical Specifications The Consultant must have a strong working knowledge of HUD's Consolidated Plan requirements (24 CFR Part 91), eCon Planning Suite, and the IDIS system. Experience preparing and submitting Consolidated Plans and Annual Action Plans for local governments, particularly for jurisdictions receiving CDBG funds, is required. The Consultant should have demonstrated experience in public participation, data analysis, and coordination with HUD. 2.3. Equipment and Supplies The Consultant shall furnish all tools, materials, supplies, and equipment to perform the tasks outlined in the Scope of Work.
