The County of Tuolumne through the Department of Public Works ("County") is seeking bids from qualified vendors to relocate an above-ground storage tank and remove a separate underground storage tank ("UST") at a different location. Phase 1 of this project entails removal and relocation of an above-ground 500 gallon fuel storage tank from 28 N. Lower Sunset, Sonora to the Administration building at 2 S. Green Street, Sonora, Removal of Underground Storage Tank at 41 Yaney Avenue, Sonora Phase 2 of this project involves the removal of a 4,000-gallon steel, single-walled diesel underground storage tank and related piping. The UST was used for storage of diesel fuel for standby power for the building generator. Associated work includes obtaining permits from the City of Sonora (as needed), removal of contaminate soil, backfill with engineered fill and restoration of site to a condition ready to be paved, and repave area. Question Submission Deadline: April 24, 2025, 12:00pm Submit one of the following forms of bidder's security equal to at least ten (10) percent of the bid: A. Cash B. Cashier's check C. Certified check D. Signed bidder's bond by an admitted surety insurer A payment and performance bond is required for any public works contract in excess of twenty five thousand dollars ($25,000). The Agreement term shall be for a period of five (5) months. County may, at its option and upon Contractor's concurrence, extend the term for a period of not more than two (2) three (3) month terms, or until said services are no longer required, whichever is sooner. The County reserves the right to reject any or all bids and to waive any irregularities in the bidding. PHASE 1: Removal of Underground Storage Tank at 41 Yaney Avenue, Sonora Step 1: Demolition of Underground Storage Tank: 41 Yaney Avenue, Sonora A. Preconstruction: 1. Before starting the work, a preconstruction meeting will be held to review the project details with the Contractor. This will include the schedule, safety information, current site conditions, needed materials, equipment to be used, and other important topics to ensure the project is completed properly. B. Fuel Removal: 1. The County shall remove the fuel from Underground Storage Tank (UST) down to the water layer. 2. The Contractor shall be responsible to remove any residual liquid and residue from the UST, and associated piping, and dispose of it at their expense and following all Federal, State and Local regulations. C. Asphalt removal and Excavation: 1. Remove existing Hot Mixed Asphalt (HMA) located above the existing fuel tank. 2. All edges of excavation areas shall be sawcut prior to removal of the HMA. 3. All asphalt spoils and excavated soil shall be disposed of offsite at the Contractor's sole expense. D. Tank and Pipe Removal: 1. All pipe and tank materials shall be removed from the County's property and disposed of at an approved waste site. 2. Any fuel tank residual liquids shall be removed and transported to an appropriate waste site. 3. The Contractor shall document all waste removed from the property and shall provide copies to the County. E. Contaminated Soil Removal 1. If contaminated soil is discovered, abatement plan and cost estimate shall be created by Contractor. 2. The abatement plan is subject to review and approval by the County's Environmental Health Division and Department of Public Works. Phase 2: Relocation of Above-Ground 500 Gallon Diesel Tank Step 1: Removal of Above-Ground Tank from Sheriff's Office: 28 N. Lower Sunset, Sonora A. Remove for reuse, the existing diesel down to water layer. B. Disconnect piping. C. Cap off existing piping. Step 2: Relocate Above-Ground Tank for the Administration Building: A. Reset removed tank from 28 N. Lower Sunset, Sonora at 41 Yaney Avenue, Sonora to industry best-practices and following Federal, State, and Local regulations. B. Install tank and connect fuel line, fuel tank and existing fuel pump. C. Once tank install is completed, County shall refill AST with fuel that was removed for reuse. D. Contractor shall test for proper function of fuel delivery system to the generator on roof.
