The Imperial County Department of Public Works (ICDPW) is requesting proposals from an ADA Consultant with extensive experience in Americans with Disabilities Act (ADA) Title I and Title II compliance, to conduct an Accessibility Evaluation of the employee areas, services, programs and activities, including access to the public right-of-way, for the below reference project in Imperial County. This entire effort will be in accordance with all ADA related titles and regulations, including Section 504 of the Rehabilitation Act of 1973, California Building Code, the California Manual of Uniform Traffic Control Devices, and any other relevant state and local codes or standards that may be more stringent than the ADA guidelines.. The proposal submitted in response to this RFP will be used as a basis for selecting the Consultant for this project. The Consultant's RFP will be evaluated and scored/ranked according to criteria provided in "PROPOSAL EVALUATION." PROJECT DESCRIPTION: The Imperial County Department of Public Works is currently seeking a qualified consultant (herein referred to as "Consultant") with experience in performing an Americans with Disabilities Act (ADA) Accessibility Survey & Barriers Assessment. The intent of this RFP is to evaluate each interested consultant specific qualifications, experiences, and select the best-qualified consultant. In addition, all interested consultants shall have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. The work will be performed according to the attached Agreement for Services. The County intends to award a contract to one successful consultant for the services proposed by that consultant. However, all contracts are subject to approval by the Imperial County Board of Supervisors, and the County reserves the right to not award any such contract at the discretion of the Board of Supervisors. SCOPE OF WORK: The scope of this work shall include, but not limited to, a complete site evaluation to confirm all necessary improvements and physical changes required to render the property fully accessible, including building improvements, furniture, fixtures, and signage to and necessary for employees and members of the public. Identify accommodations that can be provided to assist people prior to implementation of needed changes. Recommend permanent accommodations that may be necessary for employees and/or some members of the public after improvements are made. Develop a preliminary budget, schedule, and process which ICDSS can use to implement recommended changes and improvements that will remove existing barriers to physical and language accessibility. This scope will include various ICDSS programs, services, and activities used for public and non-public purposes, including but not limited to reception lobby, interview rooms, conference rooms, public and employee restrooms, breakroom, offices, common areas, parking lots, sidewalks and ramps. See exhibit C for an ICDSS building A facility preliminary list of programs and services that will be included in the ADA Consultant scope of work of this department effort. The ICDSS - Building A Suite 105 Accessibility Evaluation - will provide a survey summary of any accessibility barriers for each building, program, service, etc. The consultant is to clearly identify and locate each accessibility barrier. The identified barriers will include any recommended corrective measure(s) with associated cost, and prioritization. ICDSS Building A facility Suite 105, services, programs or activities, when viewed in their entirety, must be readily accessible to and usable by individuals with disabilities. This "program accessibility" is the ultimate objective for the existing ICDSS facility, programs and services. However, there may be some instances where the ADA may not necessarily require ICDSS to make aspects of their existing facilities accessible. The ADA Consultant will likewise assist ICDSS to identify and fully demonstrate those instances whereby taking corrective action it would result in a fundamental alteration in that certain program or activity or be an undue financial and administrative burden as provided by Titles I and II of the ADA. A comprehensive bid package including a cost estimate and completed fee schedule related to this project shall be submitted in a sealed envelope and a PDF copy. MINIMUM QUALIFICATIONS: Consultants must meet the following minimum requirements to be considered for this ICDSS -Building A facility Accessibility Evaluation contract: 1 - Proposals shall be submitted by firms that have a capable and demonstrable background in the type of work described in Task I of this RFP. In addition, all interested firms must have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. 2 - The consultant must have verifiable experience in successfully completing a minimum of three comprehensive similar projects, preferably within the last five years. ICDSS anticipates this effort will require the expertise of a licensed architect and/or civil engineer to supervise efforts of this update including any necessary structural modifications (buildings, curb ramps, etc.) and associated cost estimates required for accessibility improvements. Beginning new text Additionally, the ADA Consultant or team shall have at least one Certified Access Specialist Program (CASP) specialist who will evaluate the ADA (federal, state and local) compliance of the existing ICDSS - Building A facility, services, programs and policies to determine whether any improvements or modifications are necessary to provide ADA compliance. 3 - The ADA Consultant must possess at least the knowledge, expertise, and experience with the following: a) All titles of the ADA and regulations. b) Sections 504 and 508 of the Rehabilitation Act of 1973 amended. c) U.S. Department of Transportation 49 CFR Parts: Part 27 Nondiscrimination on the basis of Disability in Programs or Activities receiving Federal Financial Assistance. d) 2010 ADA Standards for Accessible Design. e) Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way. f) California Building Code. g) Any other relevant federal, state, and local codes or standards that may be more stringent than the ADA guidelines. 4 - The ADA Consultant or team is available to begin working on this project within thirty (30) days after the award of contract and proceed expeditiously until project close-out. 5 - The ADA Consultant or team can demonstrate competence and past success with providing similar professional services as outlined in this request for proposals.
